SPEaR section aims to hire a consultant to conduct the Evaluation, Review and Extension of the Strategic Development Plan for the Province of Zambézia (PEDZ 2011-2020), with the following purposes:
The Zambézia Province is implementing the Zambézia Strategic Development Plan (PEDZ) 2011-2020 under the motto “Zambézia: Stemming the Diamond, Toward Development”, whose implementation presupposes in its monitoring and evaluation mechanism the realization of a and the final evaluation.
The Provincial Strategic Plan was launched in 2011 before the governance cycle started in 2015 and there is a need to adjust to the new governance cycle (2015-2019), since each cycle of governance presents peculiar challenges and orientations in which the territories are the basis of implementation.
It is in this context and dynamics that the need to carry out the Mid Term Evaluation is linked to the subsequent updating of the diagnosis to ensure that it is aligned and adjusted to the new instruments of orientation of the country’s development.
The PEDZ 2011 – 2020 is a document that accommodates in a harmonized and coordinated way the different interventions, being development initiatives executed by the Government; Private Sector; Civil Society Organizations; National and International Government Partners; and by the Communities, it becomes a key instrument for coordinated and participatory management of local development and governance, defining the strategic development lines to be followed in the Province. Its essence should be the selection of key activities (anchor projects) on which the rest should be carried out, culminating in an approach that brings together the territory as a whole, orienting it towards the emergence and empowerment of a group of cities, economic zones and development poles.
At the same time, it is intended with this PEDZ midterm evaluation, to verify if the social indicators defined in the PEDZ had direct impact on the improvement of the life of the population with special emphasis on the improvement of children’s lives.
