WASH Project Manager Full-Time

Background

Cyclone Idai killed hundreds of people and left widespread flooding in Mozambique. Solidar Suisse has been implementing development projects in the affected provinces for many years. Currently, Solidar is implementing a comprehensive emergency and recovery response with thematic focus on WASH and Food Security/Livelihood.

Objective

• Under the supervision of the program coordinator, he/she is in charge of implementing the WASH area and achieving the defined/agreed objectives;
• He supervises the operational teams assigned to the WASH area.

Responsibilities and key tasks

2.Implementation and operational monitoring

• Plan and supervise the overall implementation of the WASH area, within deadlines and specifications, and following the strategy and approach defined by the programme coordinator;
• Anticipate difficulties related to the conduct of his/her activity and facilitate the resolution of problems;
• Propose reorientations of the project activities according to the evolution of the context and indicators;
• Prepare the staff planning, logistical and financial needs according to the defined schedule and objectives;
• With the support of the WASH technician in the field and the guidance of the programme coordinator, conduct assessments and submit technical reports/notes with concrete action plans in the related project sub-sectors. These plans include:
  • The WASH rehabilitation/construction work to be carried out in that community level;
  • The sanitation and hygiene promotion activities (including behaviour change) at community level;
• In coordination with the logistic officer, and based on the defined objectives, request the necessary kits and other NFI to UNICEF;
• Prepares tender documentation and participates in the selection process, supervise construction works, ensures compliance with agreed terms and conditions;
• Establish and maintain adequate monitoring procedures, develop necessary questionnaires and tools, and ensure proper data collection by the field team;
• With support of the SDC expert plan and implement RANAS surveys;
• Coordinate with SDC expert to organise trainings for Solidar’s Wash Team and Water authorities;
• Use the management, monitoring and evaluation tools provided;
• Report to the admin and logistics services the decentralized stock records ( “field” stocks);
• Ensure that the WASH Cluster standards and technical recommendations are applied by the field team and ensure compliance with national and international quality standards and norms relating to his/her field of activities;
• Contribute to establish and maintain a complains & feedback mechanism for the beneficiaries and explain it to the beneficiary communities.

 2. Human Ressources Management :

• Lead, supervise and support the WASH teams under his responsibility;
• Support the program coordinator in solving problems between team members or between teams and partners, communities or beneficiaries;
• Identify and communicate the training needs of the WASH teams carrying out community outreach activities;
• Link the field with the coordination office in Chimoio;
• Participate in the evaluation and assessment of the performance of employees under his direct supervision as well as local partners;
• Implement security measures during the implementation of activities and ensure that these rules are respected by the staff under their supervision.

3. Reporting/communication /representation

• Write “back to office report” at the end of each monitoring mission;
• Provide weekly up-dates to the programme coordinator the project achievements based on the project indicators;
• Contribute to the elaboration of high quality monthly and quarterly reports and donor reports;
• Ensure that project information, supporting documents and electronic files are collected, stored and well maintained;
• Actively participate in Wash cluster coordination meeting (in Chimoio and Beira) and provide regular up-dates of Solidar’s activities and plans;
• Represent Solidar with local authorities and beneficiaries;
• Take the minutes of the different meetings in the field and report to Programme coordinator;
• Collaborate with local authorities and administration, ensures appropriate information on Solidar’s activities and report on security incidents;
• Reports on any critical incident.

 Requirements

• A university degree (or equivalent) in civil engineering, water treatment or environment;
• Minimum of 3 years of experience in management positions for NGOs in humanitarian contexts;
• Strong understanding of the humanitarian operating context and the humanitarian system;
• Knowledge of the context in Southern Africa / Mozambique;
• Strong analytical and strategic planning skills;
• Thematic knowledge in WASH;
• Ability to lead a team under difficult circumstances;
• Strong communication, reporting and negotiation skills; proficiency in oral and written English and good communication skills in Portuguese;
• Independent and proactive working style;
• Empathy with Solidar’s vision, mission and values.

Duration and starting date

We look for a candidate who is able to start as soon as possible, with contract duration of 06 months with possibility of renewal.
