The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support USAID with monitoring, evaluation, learning, training, and logistical support. USAID contributes to the National TB Program (NTP) strategy by enhancing TB case detection and care quality for DR-TB and TB/HIV co-infected individuals, focusing on high-burden provinces such as Nampula, Sofala, Tete, and Zambezia. USAID’s “Fostering Opportunities to Respond to the TB Epidemic” (FORTE) is a 5-year program intended support to Mozambique’s TB response in high-burden provinces. The project aims to gain a comprehensive understanding of the TB epidemic, evaluate intervention effectiveness, and track implementation progress. The baseline assessment seeks to establish a comprehensive understanding of the current TB program status and will serve as a foundational tool for monitoring and evaluating the impact of the FORTE Project interventions over time.

The Tuberculosis Baseline Team Lead will play a pivotal role in conducting an in-depth evaluation of TB programmatic results in the target provinces. The Lead will assess various aspects of the TB program, identify areas for improvement, and provide recommendations to enhance program effectiveness. This is a short-term position, with an estimated 45 days level of effort (LOE) during the period of February to May 2025. Travel will be required to various health facilities across 12 districts in the Provinces of Nampula, Zambezia, Sofala, and Tete to conduct fieldwork.
