Training Manager Full-Time

Job Overview:

Accountable for leading craft training, assessment, and upskilling initiatives and programs, including leadership development with respect to Project National Content employment expectations during the EPC phase of the CCSJV Project. Has demonstrated expertise in leading large teams, including strategy, execution, and program development and implementation including staffing, policy adherence, facility set-up, and organizational development.

Key Responsibilities/Accountabilities:

• Develops and implements Workforce Development strategy for CCS JV and Sub Contractors;
• Partnering with ECITB in the development of Training Materials;
• Must recruit, train and develop Mozambican citizens throughout the construction of the Project and CCS JV will leverage the EPC scope to build the foundation for a competitive and sustainable pool of local skills;
• Ensures consistency and alignment across entire project, including subcontractors;
• Responsible for staffing and leading the Workforce Development team geographically dispersed at multiple project sites in Mozambique for the CCS JV;
• Provides functional guidance and support to site Training Coordinators on project training facility layout, resource allocation, and set-up;
• Establish craft trainee program;
• Ensures that site Workforce Development team’s schedule, coordinate and monitor classes, instructors, facilities, class times, participants (level) and instructor evaluations on each project;
• Provides guidance to project Training Coordinators for training to all levels of craft. Unskilled/semiskilled and skilled and supervision;
• Collects, assembles, and analyzes training data and provides reports to site and company management across the project for direct CCS JV and its subcontractors;
• Identifies craft competency requirements and critical skills gaps across the organization;
• Designs custom workshops, including collaborating with third-party vendors, to identify training needs, best training approach, and evaluation of outcome;
• Analyzes workforce industry trends, training records, statistics, program evaluations, and best practice data to continuously improve program offerings. Ensures compliance with Standard Work Processes and Procedures (SWPP’s) and regulatory requirements as it pertains to the selection, assignment and audit of project personnel to positions requiring occupational license and/or certification.

Basic Qualifications:

• 5+ years’ Workforce Development/Craft Training experience required;
• 10+ years prior leadership experience required.

Desired/Preferred Qualifications:

• Proven ability to define goals and deliverables and implement key programs on time and within budget;
• Good analytical and strategic planning skills: able to prioritize, balance short and long-term priorities and manage simultaneous projects;
• Analyzes workforce industry trends, training records, statistics, program evaluations, and best practice data to continuously improve program offerings;
• Designs custom workshops and/or training courses, including collaborating with third-party vendors;
• Complete understanding of ECITB administration and certification program on projects;
• Ability to identify and address critical skills gaps/shortages ahead of time;
• Has knowledge to establish project training facilities, including resource allocation, and set-up;
• Excellent oral and written communications skills;
• Competent use of Microsoft Office suite.

Other Details:

In line with the order of priority for national recruitment and training, CCS JV’s focus for training is for the regions in the North of Mozambique.  Particular emphasis will be placed on women and youth to enable them to participate.
