Temane Transmission Project Coordinator Full-Time

Brief Description

Electricidade de Moçambique E.P. (EDM) and Hidroelectrica de Cahora Bassa S.A. (HCB) are partnering to develop the Temane Transmission Project (TTP). The TTP will evacuate power generated by the 400 MW gas-fired Temane Generation Project (IPP) at Temane using gas from the Temane PSA license. Temane IPP is owned by the Moz SPV (51%) and Sasol (49%). Moz SPV is owned by EDM, HCB, and a third-party international investor. TTP will be developed as a 400kV single circuit AC transmission system running 560 km from Vilankulos to Maputo (via substations at Chibuto and Matalane) where it will: i. Deliver power into the Maputo distribution system, and ii. Connect to the existing export transmission system provided by Motraco. The TTP is targeted to reach financial close by end of Q1/2019, with Commercial Operation expected approximately 36 months after start of construction. TTP Operation start-up is expected to begin in the first half of 2022, in support of planned start of commissioning and power evacuation from the Temane IPP project. The term of the Project Coordinator appointment shall extend until successful TTP financial close, but may be extended beyond this by mutual agreement. It is envisaged that the Project Coordinator will be an independent contractor, with HCB expected to be the hiring party (unless external financing for the Project Coordinator position is arranged). Subject to the appointed Project Coordinator’s personal circumstances, the hiring party may assist with accommodation, transportation, visas and work permits as required. The position’s main purpose is to: • Coordinate Various TTP development work streams • Coordinate Electricidade de Moçambique E.P.’s (EDM) and Hidroelectrica de Cahora Bassa S.A.’s (HCB) inputs to the development process • Liaise between EDM and HCB staff seconded to the Project and various consultants and advisors • Interface between TTP and the complementary Temane IPP project • Support Project Staff in various capacities The TTP Project Coordinator will report to: Joint Steering Committee (JSC), created under the EDM-HCB Temane Joint Development Agreement (TTP JDA)

Function Note:

1. Set up and manage the TTP Project Office, including administrative responsibilities related to accounting and financial reporting, personnel management, and office administration.
2. Direct human resource effort to achieve TTP objectives, including, but not limited to:
3. Drafting job descriptions of TTP staff, including establishing decision authorities at all levels within the overall governance structure under the JDA for the TTP Project;
4. Hiring TTP Project Office staff (either externally or by second-ment from EDM and HCB) as approved by the JSC, and managing the coordination of support staff;
5. Coordinating and overseeing external project advisors (technical, commercial/ financial, legal and environmental).
6. Manage TTP data room (part of wider Temane data room provided by HCB for Temane IPP and TTP).
7. Engage with an Owner’s Engineer to finalize procurements and contracting strategies for the TTP.
8. Direct, coordinate, and monitor the TTP development work streams to ensure progress in accordance with activity plans and budgets.
9. Manage development activities budget as approved by the JSC, including identification of variations.
10. Report progress on TTP financial expenditure and key performance indicators pertaining to Project development phase.
11. Provide regular progress reports to the JSC including timely preparation and submission of items requiring JSC approval, e.g. appointment of consultants, hiring of staff, key project decisions, etc.
12. Attend JSC meetings and keep JSC members and relevant others copied on correspondence as per an agreed communication protocol.
13. Interface on behalf of the TTP with the similar development process for the Temane IPP, including representing TTP on an envisaged Joint Coordination Committee between the TTP and Temane IPP projects.
14. Other matters as may be mandated by the JSC.

Requirement Note:

• Demonstrate successful leadership of similar development processes for major infrastructure. development, ideally in Mozambique and/or the SADC region
• Power Sector experience, long-distance transmission infrastructure development experience is preferred.
• Experience working with public sector entities and other relevant entities is required.
• Possess excellent oral and written communication and presentation skills.
• Demonstrate strong work ethic, including no conflict of interest. The Project Coordinator must not have worked for or on behalf of Sasol in the past 3 years.
• The Project Coordinator position is expected to begin September 1, 2017, or earlier if possible.
  Fluency in Portuguese is preferred.
