Technical Specialist / Niassa Provincial EPTS Manager Full-Time

Opportunity

Efficiencies for Clinical HIV Outcomes (ECHO) is a $209 million project to support the Government of Mozambique’s achievement of HIV/AIDS epidemic control and establishing a sustainable, government-led HIV response by 2023 in provinces where USAID is the primary clinical support partner. The objectives of the project include strengthening the essential public health services for HIV epidemic control at national, provincial, and district level to ensure long-term sustainability of the HIV response, reaching and maintaining 95% HIV treatment coverage and viral suppression in designated geographic regions, ensuring that Mozambique is utilizing the latest evidence for rapid scale up and maintenance of effective HIV interventions, and providing the Government of Mozambique with data, measured findings and recommendations necessary to make key service delivery decisions.

Working under the supervision of the provincial Monitoring and Evaluation (M&E) lead and closely coordinating with the national EPTS manager, the Provincial EPTS officer develops and maintains a data warehouse of patient and aggregate level data from a growing number of clinical sites providing HIV care and treatment and other health services (Malaria, TB, MCH, etc) for program implementation, assessment of progress, and program improvement. S/he also provides to technical assistance to the health facility to maintain and implement the EPTS.

Key Roles and Responsibilities

• Modify and maintain robust, user-friendly EPTS and reporting system capable of capturing large volumes of longitudinal patient-level data from multiple service delivery sites;
• Participate in innovative technology solutions (ie point of care technologies, mHealth interventions, etc.) to respond to barriers to quality health service delivery;
• Create analytic datasets from larger patient-level databases for use in analysis as needed;
• Complete table shells for reports and planned analyses;
• Work with province-based M&E staff to develop automated feedback reports, working off model of MISAU and partner feedback reports currently in use;
• Conduct trainings for health facility and DPS teams on database management and report generation;
• Work in collaboration with database manager for aggregate database (SUR – sistema unificado de relatórios agregadas);
• Participate as a team member with in-country M&E and DPS / MISAU teams on building analytic capacity for program evaluation using patient-level data;
• Conduct basic descriptive analyses for data dissemination reports;
• Perform other duties as assigned.

Preferred Skills / Prerequisites

• Master’s Degree in Computer Science (IT);
• Position requires four years of related experience in database management and/or computer programming;
• Excellent skills in Lynux operating systems, Java, Tomcat, MySQL required, with extensive experience in Open MRS software;
• Excellent skills in Visual Basic for Access and SQL preferred;
• Demonstrated ability to work independently and function as an effective team member is critical;
• Excellent organizational and oral/written communication skills required;
• Knowledge of a statistical software package desirable, with experience in either SPSS, SAS, Epi-Info, etc;
• Experience in international development, public health, working with data collected as part of routine health service delivery, and/or in HIV/AIDS programs;
• Experience in conducting statistical analysis;
• Portuguese language fluency and technical knowledge of English;
• Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy.

Minimum Qualifications

• (6+) years of experience and a master degree OR the equivalent combination of education and experience.
