Surveillance Officer Full-Time

Objectives of the programme

To contribute for the reduction of mortality and morbidity of mothers, newborns,children and for the promotion of adolescent’s health and development by strengthening the national capacity in planning, implementation, monitoring and evaluation of interventions to improve the health and nutritional status, building effective partnerships with health development partners for an integrated approach to Primary Health Care.Promoting good health at key stages of life, taking into account the need to address health equity, social determinants of health and human rights, with focus on preventing morbidity, mortality and disability from vaccine preventable diseases through the optimum use of currently available and new vaccines.

Description of duties

1. Serve as the primary liaison for reproductive, maternal, neonatal, child and adolescent health and Nutrition (RMNCAH&N) between the MoH and WHO;
2. Analyze epidemiological data to monitor and evaluate progress in RMNCAH&N;
3. Provide support to the Ministry of Health in the implementation of Maternal & Perinatal Death Surveillance and Response (MPDSR) and RMNCH programmes through production of actionable strategic information for decision making;
4. Support articulation of the strategic and annual MPDSR and RMNCAH&N data strengthening plan and capacity building. Ensure identified data strengthening activities on MPDDSR are included within Family Planning annual plan of action;
5. Support development and progress review of strategic and annual joint investments for data strengthening;
6. Support the country to identify resources throughout the planning, development, implementation and review phases for data strengthening activities;
7. Ensure identified data strengthening activities align with recommendations from the strategic data improvement plan;
8. Build capacity for improved health data and information related to RMNCAH & Nutritionprogrammes and monitor progresses on health status;
9. Work with the other clusters in the Country Office, IST and AFRO in addition to other relevant international, regional and national counterparts to promote WHO’s work on RMNCAH & Nutrition;
10. Participate in resource mobilization and contribute to proposal development and implementation of RMNCAH & Nutrition;
11. Compile periodical reports and provide relevant programmatic information for internal and external reporting purposes;
12. Perform any other work requested by the WHO Representative.

REQUIRED QUALIFICATIONS

Education

• Essential: First University Degree in statistics/informatics/bio-statistics or health science with professional training or work experience in health data analysis;
• Desirable: Training or good knowledge of public health data analysis, information system and data quality assessment, improvement planning, monitoring and Evaluation as well as data analysis Software & GIS.

Experience

• Essential: A minimum of two years of experience in data analysis in the health sector, from which at least two years in managing and analyzing Reproductive Health Data;
• Desirable: Experience in analyzing epidemiological or other health related databases and assessing data quality. Good understanding of health related data and health information system.

Skills

Excellent organizational, technical, monitoring and planning skills with the ability to multitask and coordinate partners efforts for data agenda aligned with national HMIS, Proven IT Skills, with an in-depth knowledge of data analysis and quality assessment, preferably complemented by knowledge/experience in necessary software/hardware; Excellent interpersonal skills and the ability to solve and explain technical issues, and take part in training activities with tact and diplomacy; Ability to write in a clear and concise manner, and to present factual information.

Use of Language Skills

Essential: Expert knowledge of Portuguese.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 38,258 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
