Social Investment Contract & Procurement Manager Full-Time

The Social Investment C&P Manager will be based in Maputo, Mozambique and is part of the C&P team, reporting to the AMA1 C&P Manager.

This position is responsible for:

• Strategic and Operational support for Contracts & Procurement AMA1 Social Investment Projects and Social Engagement Philanthropy.

• Contracts & Procurement support for the Resettlement Plan (RP) Implementation Land Access and Livelihoods Restoration Projects.

• Contract and Procurement assistance and support as required for Resettlement Construction Contracts.

• Mentoring, training and supervising C&P staff as required.

Qualifications

The successful candidate will have a minimum of ten (10) or more year’s relevant international, major project contracts and procurement experience within the oil and gas industry, with specific experience and expertise in the following:

• Experience in tendering, negotiating, drafting, and managing complex contracts / procurement in large, multi-national Oil & Gas projects and Operations.
• Proven ability to manage contractors / suppliers to ensure value delivery. This includes the design of KPIs  and frameworks to control cost and optimize performance, post-award contract management, and management of disputes.
• Experience and knowledge of social investment projects in the extractive industries, especially in the Mozambique region.
• Track record of implementing strong and appropriate governance systems both within a Contracts and Procurement function and across other functions and disciplines
• Able to mentor, train, develop and supervise local staff.
• Demonstrated ability to perform as a key member of a multifunctional team in a multi-cultural environment.
• Strong presentation and negotiation skills.
• Ability to assess, prioritize and manage multiple complex issues
• Capability and aptitude for development as a senior C&P manager and business leader in AMA1.

Other Qualifications

• Ability to pass Company physical, drug screening and background security check.
• Willingness to travel to Afungi, Mozambique, as required.

Responsibilities

• Manage all service and goods requests from the AMA1 Social Investment (SI) and Resettlement Implementation (RI) team.
• Manage all philanthropy requests from the AMA1 Social Engagement (SE) team.
• Conduct Expression of Interest and Pre-Qualification procedures for Social Investment tender processes as required and appropriate.
• Initiate, manage and coordinate with the Legal Department all required Due Diligence evaluations for SI and RI tender process and SE philanthropy.
• Prepare, manage and implement all Social Investment and Resettlement Implementation ITTs and associated procurement activities.
• Manage all Contracts/Grant Administration required for Social Investment Projects, Resettlement Implementation Contracts and Social Engagement Philanthropy.
• Manage all Requests for Proposals from Contractors in Social Investment, Resettlement Implementation and Social Engagement areas.
• Manage the drafting of and negotiation of contract terms and conditions for contracts/grants in Social Investment, Resettlement Implementation and Social Engagement areas.
• Evaluate commercial bids, manage the bid evaluation process and prepare RFA for Contracts Committee approval for all tenders and procurement activities in Social Investment, Resettlement Implementation and Social Engagement areas.
• Manage the raising of requisite Purchase/Service orders in SAP for Social Investment Projects, Resettlement Implementation Contracts and Social Engagement Philanthropy or material donation.
• Coordinate and chair Contract Kick-off meetings for Social Investment Projects and Resettlement Implementation Contracts.
• Mentor, train, develop and supervise junior C&P personnel as required.
• Serve as AMA1 focal point for all contractual issues activities in Social Investment, Resettlement Implementation and Social Engagement areas. Manage all incoming and outgoing contractual correspondence and prepares responses for Social Investment/Engagement Management Signature.
• Coordinate structured performance feedback between AMA1 Project Owners and contractor/consultants to ensure that performance is monitored and recorded against mutually agreed and contractual KPIs.
• Prepare Change Order Requests; negotiate Change Orders for Resettlement Implementation and Social Investment Project contracts.
• Ensure all instructions to Resettlement Implementation and Social Investment Project Contractors are in writing and in accordance with AMA1 procedures.
• Close-out all of all Service Orders, Purchase Orders and Contracts associated with activities in Resettlement Implementation, Social Investment and Social Engagement areas.
• Maintain an accurate and auditable paper trail of all contract administration. Maintain all contract documents in Livelink.
• Support other AMA1 C&P areas with Procurement and Contract Administration procedures as required.

Education

Bachelor’s degree in Business, Procurement, Engineering or related field.

Language

Fluent oral and written knowledge of English is required. Working knowledge of Portuguese would be beneficial.

Travel

The percentage of travel required for this position is 0 – 10%

Work Schedule

This position will work a 40 hour / week schedule Monday – Friday.
