Senior Technical Advisor -Pharmaceutical Management Full-Time

Global Vision

Senior Technical Advisor Pharmaceutical Management is responsible for leading and managing the Pharmaceutical Management System (MTaPS) Pharmaceutical Management (MTaPS) strengthening activities in Mozambique. S / He provides technical assistance to the Department of Pharmacy (PD), Department of Hospital Pharmacy, TB and HIV programs, other relevant departments and institutions at the central, regional and peripheral level of the Ministry of Health (MOH), Mozambique. He / she provides guidance to technical advisors and ensures the implementation of all activities planned and budgeted in the annual work plan with quality and expected results. Work closely with the monitoring, evaluation and communication team to project the work of the results framework, monitor and evaluate performance; and dissemination of results. As a member of the senior management team, assist the country’s project director in strategic planning, risk mitigation, performance management, and coordination.

Specific Responsibilities

Technical Support (30%)

• Provide technical support to the management and country team in the conceptualization and implementation of pharmaceutical management activities at the national, regional and peripheral levels;
• Leading and participating in activities aimed at strengthening the pharmaceutical management system, evaluations, options analysis, operational research and strategic planning, ensuring that findings, recommendations and plans are consistent with USAID objectives and host government priorities;
• Provide technical support to technical consultants in implementing planned activities and reviewing project deliverables, ensuring product quality;
• Participate and represent MSH and the project in meetings with Ministry of Health (MS), Department of Pharmacy, other government agencies and institutions, USAID, Global Fund, national and international partners and collaborators.

Coordination (20%)

• Coordinate with the Department of Pharmacy, Department of Hospital Pharmacy and partners in the development and implementation of the pharmaceutical management system;
• Coordinate with other project activities, ensuring harmonization and collaboration with other aspects of the program in the country.

Training (20%)

• Participate in human resource capacity assessments in the pharmaceutical sector and collaborate internally and externally to develop country-specific materials, strategies and capacity building plans;
• Assist the Ministry of Health and National Programs in designing and reviewing policies, standards, guidelines, procedures and other relevant materials;
• Participate in the planning and delivery of Pharmaceutical Strengthening Programs to develop the capacity of MISAU, national programs, authority regulator of medicines, other pharmaceutical companies and training institutions;
• Collaborate with stakeholders to develop, deploy, and implement appropriate tools needed to improve pharmaceutical management information systems and their appropriate use for decision-making.

Monitoring and Evaluation (20%)

• In coordination with the M & A team, support project for the establishment of data collection mechanisms relevant to the established indicators. Also participate in program review activities and provide appropriate recommendations;
• To support Technical Advisers and other project staff in appropriate documentation and dissemination of program results and lessons learned, including the development and submission of abstracts and articles to scientific journals and conferences.

Performance management (10%)

• Supervise the designated Technical Advisers, ensuring the adequacy of their performance and their continuous professional development.

Qualifications & Experience Education:

Education:

• Master’s Degree in pharmacy or any other relevant discipline with hands on experience in pharmaceutical systems strengthening; pharmaceutical services delivery and improvement; public health programs especially related to HIV/AIDS, Tuberculosis and other infectious and non-infectious diseases.

Experience:

• 7+ years’ of relevant experience in areas of pharmaceutical systems strengthening; pharmaceutical management, patient-level pharmaceutical services delivery in public or private sector; pharmacovigilance, regulatory systems; preferably experience working with international donors such as USAID, Global Fund, UN and World Bank;
• Skilled in Pharmaceutical management and pharmaceutical services delivery in public and private sectors.

Knowledge and Skills:

• Demonstrated technical, managerial and supervisory skills;
• Fluent English and Portuguese;
• Strong computer skills; Excel, MS Word, MS Project, PowerPoint.

• Strong interpersonal and communication skills; ability in consensus building and constructively leading a team.

Physical Demands:

• Travel requirements 30% at national and international levels.
