Senior Technical Advisor, HIS Governance, Data Use and Capacity Building Full-Time

We are currently seeking qualified candidates for the position of Senior Technical Advisor, HIS Governance, Data Use and Capacity Building in Maputo, Mozambique for an anticipated CDC-funded award. The project will support scale-up of priority health information systems that optimally support programmatic activities, population-level monitoring of the HIV/AIDS epidemic, and evidence-based decision-making to achieve sustainable epidemic control.  The goal is to support the development, interoperability, and maintenance of information systems used to monitor PEPFAR and the National HIV program’s performance. The project will also provide TA to improve capacity for data management, use, and dissemination at the national level.

The Senior Technical Advisor, HIS Governance, Data Use and Capacity Building will lead the project’s support to the Ministry of Health focusing on strengthening HIS governance, revision of strategies; promoting a culture of data use; and  leading capacity building efforts of the Ministry of Health staff and local partners and stakeholders.

The position will be based in Maputo and will report to the Project Director. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to CDC approval.

Key Responsibilities and Contributions:

• Provide technical leadership in design, development, planning, implementation, of capacity-building and data use plans in health information systems in Mozambique working closely with different stakeholders;
• Support the development of a data use culture in Mozambique’s HIV/AIDS sector, working closely with MOH and other stakeholders;
• Lead partnership and capacity strengthening non-formal education needs identification; lead identification, adaptation and development of technical guidance, training designs, and other non-formal educational tools that support partnership and capacity strengthening in electronic health information systems in Mozambique. This may include face to face trainings as well as development of guides and curricula, e-learning, blended learning or other forms of learning products;
• Working closely with members of the consortium, the Ministry of Health and other stakeholders to identify training priorities in health information systems in Mozambique;
• Contribute to development of lessons learnt and apply these lessons to modify and improve the system. This includes support to project staff in publication at conferences and peer reviewed journals;
• Ensure that learning products are designed, presented and applied for effective performance support;
• Identify and develop and implement smart human capacity development platforms.

Minimum Requirements:

• Master’s in Public Health, Health Informatics, Data Collection for Health, or a related field and a minimum 7 years professional experience with proven track record supporting human capacity development and use of health data;
• Understanding of t Mozambique’s health information systems;
• Strong analytical skills and ability to develop a learning agenda, that produces consistently high quality documented outputs, as an individual and as part of a broader team;
• Deep understanding of adult learning theory and practice;
• Experience developing training and learning content across multiple modalities, including face to face training, curriculum guidance and e-learning;
• Thorough knowledge of the priority Health Information Systems in Mozambique, as well as familiarity with national decision-making bodies;
• Experience using quantitative and qualitative data analysis methods, mixed methods, and M&E practices to answer program evaluation and other questions;
• Proven experience working with and building the capacity of Ministries of Health (MoH) and understanding of MoH systems at national and sub-national levels;
• Demonstrated leadership skills and ability working collaboratively with IPs, donors and host country partners and stakeholders;
• Working knowledge of and experience with USG-funded program management, policies, regulations, and procedures;
• Strong written and verbal communication skills;
• Fluency in Portuguese and English;
• Demonstrated record of peer-reviewed publications;
• Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
