The Senior Strategic Information Specialist will work together with the Director, Strategic Information (SI) to provide technical leadership and strategic direction for project strategic information and monitoring, evaluation, and research (MER) activities in support of an anticipated USAID-funded HIV program in Mozambique. This large project estimated between $350-400 million aims to support the Government of Mozambique’s (GRM) achievement of HIV/AIDS epidemic control by 2020 in provinces where USAID is the primary clinical support partner. It will focus on two priority outcomes to measure this geographically focused support: (1) to reach and sustain a level of 80% (or better) treatment coverage, and (2) to reach and sustain 90% (or better) viral suppression among people receiving antiretroviral therapy. The project will operate over a 5-9 year period. This position will support the SI Director and Technical Director to develop project framework, plans and indicators to capture performance results and provide effective, accurate and timely MER of all project activities. The position will support the SI Director with the design and implementation of strategic information and MER activities, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes. The position will support documentation and dissemination of project successes and challenges to USAID. The position will liaise with consortium partners and the Ministry of Health to implement strategic information and MER activities. This position is contingent upon award from USAID.
