Senior Evaluation Experts Full-Time

AAN Associates is an international development consultancy firm having diverse experience in 20 countries (www.aanassociates.com).

We are looking for “Senior Evaluation Experts” for an Evaluation of UNICEF Mozambique Country Programme.

Purpose:

1. Identify key lessons from the ongoing Country Programme to inform the development of the next Country Programme Document (CPD)

Duration: 9 months

Location: Maputo, with travel to selected districts (if required)

Requirements:

Specific requirements include:

1. Expertise in conducting similar or related strategic programme evaluations, including proven track record of evaluation of similar large country programmes supported by UN or UNICEF;
2. Have good understanding of issues in child rights, equity and gender sensitive analysis;
3. Demonstrated expertise in evaluating institutional support systems including operations and the human resource function;
4. Strong experience in evaluation of risk informed programming, emergency preparedness and response;
5. Knowledge of programming strategies employed in each of the outcome areas;
6. Expertise in gender analysis and gender programming;
7. A work record in East Africa and with experience in Mozambique;
8. Excellent command of English and Portuguese, with a proven ability to prepare reports in both languages;
9. Strong quantitative and qualitative analytical skills;
10. Competent evaluation specialists, gender and development specialists, researchers, and data
    specialists;
11. Demonstration of capacity to carry out the evaluation and complete deliverables under possible travel restrictions and social distancing measures;
12. Samples (at least three) of similar work they have conducted;
13. Technical expertise in child rights and participation, health, nutrition, water, sanitation and hygiene, social policy, child protection, education, adolescent development and participation, early childhood development, C4D/SBCC/Community engagement, local government systems strengthening;
