Public Financial Management Specialist Full-Time

Project Background

The Strengthening Local Governance Program in Mozambique (LOGOS) is funded by the United States Agency for International Development (USAID), implemented by DAI Global, and aims to contribute to the objectives of the Government of Mozambique in deepening the decentralization of power at the provincial, district and municipal levels with a view to improving service provision and promoting local development. It is an integrated and intersectoral program, whose overall objective is to strengthen the effectiveness, transparency, and accountability of local governments (Provinces, Districts and Municipalities) in the provision of public services.

The Public Financial Management Specialist will be based in the Municipality of Pemba, with regular trips to the Municipalities of Mocímboa da Praia, Montepuez and Chiure. He/she will report to the Local Governance Specialist. He/she will work closely with the Provincial Manager, and technical teams includingMonitoring, Evaluation and Learning, Communication This is a locally hired position and candidates should be available to be based in Pemba.

Responsibilities

• Support the municipalities of Pemba, Chiúre, Montepuez and Mocímboa da Praia on planning) and budgeting (including participatory processes) and implementation of strategic and operational plans.
• Train targeted municipal government technicians to prepare the Medium-Term Framework (MTF), revenue forecasting models and other municipal management documents.
• Assist selected municipalities in updating their municipal cadaster, as well as supporting the review of their municipal regulations.
• Advise and provide on-the-job technical assistance to selected municipal governments in designing and implementing initiatives and strategies to mobilize own-source revenues and ensure sound revenue management
• In collaboration with CEDSIF, provide technical assistance to selected municipal governments for effective implementation of the Municipal Management System (SISTAFE Autárquico).
• Liaises/collaborate with other municipal governments, MAEFP and ANAMM to keep abreast on the development related to municipal financial management and propose solutions packages relevant to selected municipalities.
• Work with selected municipal governments to strengthen accountability mechanisms (including supporting the preparation of Management Accounts).
• Perform other relevant tasks as requested by the municipal governments or the supervisor.
• Advise the LOGOS Program in all issues related to municipal finance management, including decentralization.

Qualifications

• Master’s degree (or bachelor with minimum of 7 years of relevant experience) in economics, public administration, public financial management, municipal finance, political science, or another similar relevant field.
• Extensiveexperience in Mozambican public financial management or municipal finances
• Strong communication and partnership skills are essential.
• Professional proficiency in Portuguese and English is required.
• Proficiency in local languages (such as Swahili, Mwani, Makua and Makonde) is desirable.
