The Provincial Manager is responsible for operational management, leadership and coordination of mothers2mothers (m2m) activities at the provincial and local level. The incumbent must implement the province’s policies and ensure effective running of the Provincial Office. Develop policies and procedures, manage resources and report routinely to the Central office in Maputo. Implement and improve practices and initiatives to align the Provincial Office with the strategic requirements of the organization. Manage the effective use of resources in the Provincial Office. This position will report to Senior Technical Advisor.
Key Performance Areas:
Management and Leadership
Build strong relationships with implementing partners, provincial, district and facility level officials, focuses on impact and result;
Demonstrates openness to change and ability to manage complexities;
Responsible for management, tasking and supervision of locally employed staff;
Collaborate with Senior Technical Advisor in developing work plans and budgets for the province;
Manage the recruitment, training and orientation of staffs;
Promote the benefits of integrating the m2m program within the existing PMTCT services;
Conduct regular meetings with provincial coordinators to provide technical and administrative support;
Undertake performance appraisals for direct reports;
Participate in the m2m Mozambique management team, reflect on program progress and make recommendations for improvement;
Ensure accurate and timely communication with site staff and the Senior Program Manager;
Coordinate monthly progress updates of plans, activities and share these key issues with management for further actions;
Provide technical assistance to partners to ensure the quality of agreed deliverables and share with Project Management for further action;
Convene monthly meetings of the Provincial Programme Coordination team. This also includes ensuring required documentation and minutes of the meeting.
Financial & Operations Management
Ensure proper financial and operations controls;
Ensuring compliance with donors’ requirements and local legal and administrative rules and regulations;
Responsibility to sign off on the provincial financial and project reporting;
In collaboration with Site coordinators, take lead in developing program field budgets, and monitor and report expenditures in adherence with financial controls.
Supervision
Supervise and effective program implementation across the province;
Conduct regular supervisory site visits through routine travel across the province to ensure quality program implementation;
Supervise Provincial Coordinators and field program Officers.
Other duties
Perform any other duties assigned by the Senior Technical Advisor
Job Requirements
Qualifications and Experience:
Degree/diploma in Nursing, Social Science or related field;
Excellent knowledge/exposure of PMTCT/RMNCH policy;
Minimum of 5-7 years field experience preferably in the HIV/AIDS area of public health or NGO environment, with at least two years’ in a supervisory role;
Strong project management experience;
Applied knowledge of Human Resource Management;
Applied knowledge of M&E systems and tools;
Experience of managing discreet budgets and reconciliation of accounts;
Excellent communication, time management skills, good reporting and writing skills;
Experience in maintaining strategic relationships with external stakeholders at multiple levels;
Computer literacy: (Office suite: Word, Excel, Outlook), Internet
Competencies:
Good mentoring skills;
Strong interpersonal and team building skills;
Fluency in Portuguese, English will be strongly advantageous;
Ability to work independently, problem-solve collectively and innovatively.
