Project Manager Full-Time

In Mozambique, through the cooperation portfolio 2023-2028, Enabel aims at consolidating the lessons learned over the past 20 years while supporting emerging themes. The €25 million portfolio aims at supporting the country in achieving its low carbon, just and inclusive development pathway and energy transition by fostering a multi-stakeholder integrated approach based on local needs, national priorities, and global trends. Climate is the underpinning theme in the portfolio with a focus on 3 public services (water, waste, energy) as well as fostering the dialogue on energy transition and working on losses and damages.

The first project is a multi-stakeholder project, which aims to develop the local experience and expertise in climate proof public services related to losses and damages, access to energy, access to water as well as waste management and circular economy to improve the living conditions of the local communities on the one hand, and on the other hand, to feed the overarching component related to policy dialogue.  This intervention has a budget of approximately 17 million EUR.

The second project is a study, expertise and preparation facility (STEP Facility), which will act as a catalyst for the mobilisation of climate finance for national priorities within the priority sectors of the multistakeholder intervention. This intervention has a budget of approximately 3.5 million EUR. This further reinforces the creation of synergies, complementarities and agility.

Enabel Mozambique is also implementing projects for other donors, namely:

• Public financial management in the health sector (Government of Flanders).
• Waste and circular economy at municipal level (Mitigation Action Facility).
• Sustainable Water Infrastructure (Brussels Capital Region).
• Readiness Programme (Green Climate Fund).

In view of future needs for further development of its activities, Enabel is currently looking for a (m/f/x) Project Manager, to be based in Maputo, Mozambique.

Job description

The position of Project Manager relates to the second intervention of the portfolio. The second intervention aims at establishing and operationalising a new “study, expertise and preparation facility – STEP – for climate resilience and energy transition” as a flexible instrument that will contribute to further investigate, generate knowledge and strengthen capacities in areas and topics linked to the sectors of the main intervention with a view to support and facilitate the mobilization of climate finance across these sectors and related priorities.
In light of the current context and challenges which Mozambique is facing in order to achieve – and finance – a just transition towards a low carbon economy, the facility will have a particular focus on supporting the government’s development and coordination capacities for enhancing the mobilization of climate finance for the country’s priorities, as well as support for capitalization and project preparation to contribute to the design of inclusive and transformative investment programmes, as identified and prioritized through the policy dialogues supported throughout intervention 1, thereby acting as a catalyst and helping to unlock additional resources and investments for the country’s just and low carbon transition.
As a Project Manager, you will be responsible for the overall management of the STEP Facility, in order to:

• Ensure that all management domains of the intervention are covered (content/scope, planning, budget, quality, etc.) in order to ensure a smooth start-up, progress and the results of the intervention and its contributing to the development results.
• Coordinate the activities and ensure their execution, in compliance with set arrangements and procedures in order to achieve intervention objectives.
• Contribute to the implementation of the intervention by providing expert input in order to ensure the intervention objectives are achieved.
• Coordinate the learning process of how an intervention contributes to the development of a (sub)sector in order to ensure that the knowledge and/or results generated through this process are disseminated.
• Lead the team allocated to the STEP Facility, in order to have qualified and motivated staff.
• Provide the necessary input and information for the further development of portfolio strategy choices, methods and tools in order to optimize country portfolio execution.

Major roles and responsibilities

The major responsibilities include, but are not limited to, the following:

• Assures the coherence and effective coordination of the intervention and implementation of the activities under the different outputs.
• Ensures the procedures and operational manual of the STEP Facility is well designed and appropriated by all portfolio members and key stakeholders.
• Oversees the day-to-day management of the STEP Facility in line with approved procedures, ensuring their modification as and whenever required to ensure more effective implementation of the facility.
• Closely follow up the operational, financial and procurement processes related to contracting services under the scope of the Facility. This includes supervising and following up on the ToR elaboration, contract awards and implementation of contracts.
• Facilitate exchanges and synergies between intervention 2 and 1 to support the identification and processing of priority requests for submission to the STEP facility, in coordination with the climate finance experts and teams (Intervention Manager(s) and technical experts) involved under intervention 1.
• Support in drafting relevant ToRs for priority requests submitted to the STEP facility, including by mobilizing external consultants whenever required.

Required qualifications

• Master’s degree in a relevant field.

Required experience

• At least 5 years of relevant experience in managing projects in development cooperation.
• Proven experience in operational and financial planning, budget monitoring and tracking and procurement in the context of a project management.
• Experience in managing a team.
• Demonstrated strong communication, organizational and interpersonal skills.
• ICT skills in word, excel, power point, communication platforms.
• Soft skills such ability to work in a team, to work autonomously and reliable.
• Dynamic, ability to work in an international, multi-stakeholder environment, maintain effective and cooperative relations with national authorities as well as donors.
• Ability to analyse and synthesize qualitative and quantitative information.
• Ability to write and present reports and communicate effectively with stakeholders.
• Fluent in Portuguese and English.
• Specific competences or knowledge considered an asset.
• Knowledge and understanding of climate change, climate resilience and/or energy transition is an asset.
• Good understanding of Mozambican institutional and governmental set up and policy processes is highly desirable.
