Project Manager Full-Time

Duties and Responsibilities

He/she will report directly to the Project Board and to UNDP Programme Specialist. The Project Manager will also liaise with other project managers and coordinators of related or relevant projects implemented by UNDP, and/ UN Agencies, NGO’s, OHCHR-ROSA and UPR Working Group as required.

The key functions of the Project Manager include but are not necessarily limited to the following:

Formulation of Planning and Reporting Documents:

• Formulation of Annual work plans and related budgets, to be submitted to the Project Boards;
• Formulation of quarterly work plans and related budgets to be submitted to UNDP for funding;
• Preparation of quarterly narrative and financial reports, according to UNDP M&E guidelines;
• Preparation of annual narrative and financial report to be submitted to the Project Board.

Ensure Project implementation and management:

• Formulation of TORs and contracts for service providers in consultation with Ministry f Justice;
• Supervise the organization of a transparent and efficient financial system;
• Supervise the procurement procedures of project equipment and material;
• Authorize disbursements of approved project funds;
• Proper planning, expenditure tracking and audit of financial resources;
• Coordinate project initiatives with Government and non-Government agencies;
• Visit projects sites / responsible partners at central and provincial levels on a regular basis;
• Full compliance of project activities, financial recording/reporting system and audit follow up with UN/UNDP rules, regulations, policies and strategies;
• Implementation of an effective internal control, proper design and functioning of the financial resources management system.

Ensure effective and accurate monitoring and evaluation focusing on achievement of the following results:

• Systematic check and monitoring on project’s Annual Work Plan activities as well as expenditures;
• Monitoring and evaluation system of project activities, identification of bottlenecks and development of solutions;
• Setting of delivery targets and monitoring of project expenditures;
• Consistency of National Implementation UNDP Modality financial transactions with Annual Work Plans and budgets, and full compliance with established rules, regulations and procedures.

Ensure facilitation of knowledge building, knowledge sharing and guidance to all responsible partners:

• Provide the necessary guidance and advice to responsible partners on the formulation of Plans, request for funds, resource utilization and reporting.

Effective advocacy and communication:

• Identifies and communicates relevant information for a variety of audiences for advocating UNDP’s mandate under Human Rights as well as UPR agenda;
• Plan, design and implementation of internal and external strategies for communications and outreach for the projects, including with the responsible partners, media and other stakeholders in coordination with UNDP, key donors and other relevant stakeholders;
• Support advocacy and outreach on International and National Development Goals and Human Rights Treaties and Obligations in line with the Sustainable Development Goals (SDGs) and UPR recommendations;
• Supervision of the design and maintenance of the CSO/Secretariat web site and knowledge management systems;
• Ensures the development and drafting of communication and outreach material including speeches, policy documents, posters, booklets, material for newsletters, websites, social media, and through audio visual tools;
• Maintains a functioning network of contacts with a variety of stakeholders to promote a better understanding of UNDP’s mandate and to support advocacy efforts.

Effective management of the PIU Office and supervision of communications between all key partners involved in the project:

• The Project Manager is the Head of the Project Implementation Unit (PIU) and manages the Unit’s staff and budget to ensure effective delivery of project activities and results;
• He/she is responsible for the day-to-day management, planning, implementation, and monitoring of all project objectives and activities;
• He/she is responsible for the delivery of all technical outputs and plans and financial reporting in-line with the requirements of UNDP policies on NIM projects and as required by the donor;
• Based on inputs received from the responsible partners, he/she prepares Annual Work Plans of the projects, in close consultation and coordination with the above institutions;
• He/she coordinates and monitors the activities described in the Work Plans, and reports to UNDP and to the Project Board;
• He/she facilitates liaison and networking within the project, including with relevant donors, regional organizations, other relevant organizations, UN agencies and Treaty Bodies, AU mechanisms, non-governmental organizations, key stakeholders and other individuals involved in the project implementation;
• He/she prepare and oversees the development of Terms of Reference for consultants and contractors, manages/follow up to ensure timely consultancy deliverables, and is ultimately responsible for the delivery of work produced by consultants under the project;
• He/she collects and disseminates information on policy, socio- economic, social, scientific, and technical issues related to Project implementation;
• He/she promote public awareness and participatory activities necessary for successful implementation, including overseeing the marketing and branding of the project (visibility);
• Prepares progress and monitoring reports concerning project activities in accordance with the project monitoring plan, and in accordance with UNDP/donor requirements.

Required Skills and Experience

Education

• Bachelor Degree in Law, International Relations, social science or related field.

Experience

• Minimum 5 years of professional experience in project management with increasing management responsibility;
• Previous experience (at least 3 years) as manager in a UN or donor funded project (experience in UNDP project management will be an advantage);
• Demonstrated ability in coordination, leadership and group management (experience in working with civil society/community based organizations, is an advantage);
• Excellent verbal and written skills, both at a technical level and in the preparation of information for policy makers and wider civil society;
• Experience in working on Human Rights, civic participation (familiarity with the UPR Mechanism will be an asset);
• Knowledge of M&E frameworks will be an advantage.

Language

• Fluency in English and Portuguese (written and spoken) is required.
