Project Coordinator

Subcutaneous DMPA (DMPA-SC) Access Collaborative (the Collaborative) is a three-year project funded by the Bill and Melinda Gates Foundation and the Children’s Investment Fund Foundation. The Access Collaborative is led by PATH in collaboration with John Snow, Incorporated (JSI). DMPA-SC is an innovative subcutaneous injectable contraceptive that is now being introduced and scaled-up in many countries, with a focus on increasing women’s access to safe, effective contraception within a context of contraceptive method mix and informed choice.  The Access Collaborative will facilitate coordination of DMPA-SC introduction and scale up planning in 8 – 12 priority countries in sub-Saharan Africa and South Asia to ensure that women have access and free choice to a range of family planning options. The project will provide coordination, technical assistance, and monitoring and evaluation support to ensure systematic, total market scale-up efforts in these priority geographies.  The Access Collaborative will also aggregate information on DMPA-SC scale-up progress across multiple countries, and share lessons learned, best practices, and other relevant information among the country partners and globally.

PATH proposes that each country’s DMPA-SC implementation planning and strengthening work under the Access Collaborative be facilitated by a country-based Project Coordinator. The Project Coordinator will be responsible for providing operational facilitation of the process to strengthen planning and ongoing tracking of plan implementation, working under the direction of and coordinating closely with relevant family planning technical working groups or committees and with the Ministry of Health. The Project Coordinator will work closely with all implementing partners to track implementation of the plan in the context of broader family planning programming, and will also collect and aggregate information on implementation progress. The Project Coordinator will also work with the Ministry of Health and partners to identify specific technical assistance needs, and provide these through direct support or via the Access Collaborative’s regional and global structures.  The Project Coordinators will be backstopped by the Access Collaborative’s Regional Technical Advisors (RTAs) based in Senegal, Uganda and Kenya.

Specific Duties and Responsibilities

• With the Ministry of Health (MISAU) and the Family Planning Technical Working Group (FPTWG), co-lead and/or facilitate the strengthening of national scale-up planning, to include a comprehensive, total-market, and costed approach to providing DMPA-SC alongside other family planning options, building on Mozambique’s ongoing work to provide DMPA-SC through the APEs system.
  • Work with MISAU and country implementing partners (IPs) and other relevant country partners to utilize planning tools and templates to guide the planning process.
  • Assist the MISAU and partners by gathering key information required to strengthen scale-up planning; including information on potential delivery channels (such as private sector, pharmacies, self-injection, APEs, and health facilities), the costs of implementing the plan, and impact for women in Mozambique and for contributing to the country’s national family planning goals.
  • Ensure coordination/facilitation among the MISAU and IPs to prepare and implement the plan.
  • Produce and coordinate the implementation of annual and monthly project workplans.
  • Provide technical assistance to strengthening access to other family planning options

• Track and coordinate scale-up plan implementation activities of the MISAU, FPTWG, and implementing partners (IPs).
  • Regularly convene the MISAU, FPTWG, and IPs to share information on DMPA-SC scale-up progress, identify issues, and troubleshoot problems, in the context of broader family planning programming and contraceptive options.
  • Ensure regular PATH representation in relevant MISAU and FPTWG meetings.
• Identify technical assistance needs and funding gaps in partnership with MISAU and stakeholders, and elevate these to the appropriate Access Collaborative technical advisors, donors, and experts for assistance.
  • Share tools, resources, and methodologies among all stakeholders to foster learning and best practices.
  • Monitor country-level implementation progress and share information with the Access Collaborative to provide a view of status and progress.
  • Produce regular reports to the Access Collaborative’s donors through the RTAs and other reporting structures.
• Facilitate country-level MISAU and IPs’ participation in a system of country-to-country Learning and Action Network (LAN).
• Participate and represent PATH as needed in meetings with partners, donors and stakeholders.
• As needed, contribute to representation and dissemination of PATH’s work in the country, to identify new business development opportunities and contribute to preparation of new project proposals.

For day to day operations, the Access Collaborative’s Mozambique Project Coordinator will report to the PATH Mozambique Country Program Leader.  The Project Coordinator will receive regular technical backstopping and support from Regional Technical Advisors based in Uganda and Kenya.

Required Experience

• Health educational background, preferably with master’s degree in public health, health management, or other field related to family planning/product introduction and program implementation; or documented equivalent experience in related field.
• Minimum of five (05) years of experience working in international development, preferably in the health or family planning field, in Mozambique.
• Minimum of three (03) years’ experience in project management.
• Working knowledge of the country-level family planning environment, partners, and programs, especially MISAU and other government agencies and officials responsible for family planning activities and strategies.
• Familiarity with the Mozambique donor landscape for family planning, including USAID, DFID, and UNFPA as well as activities supported by other donors.
• Basic understanding of the range of public and private delivery channels for contraceptive products and services, including public sector facilities, community-based delivery mechanisms/programs, non-governmental (NGOs) structures, and private delivery mechanisms (social marketing, pharmacies, drug shops).
• Conversant with and able to identify/obtain data and information relevant to the introduction planning, including (but not limited to):
  • Contraceptive prevalence and method use data from sources such as Demographic and Health Surveys (DHS), and FP2020 resources.
  • Regional and national health service delivery data (facilities, coverage, numbers and types of health service providers)
  • Public and NGO training approaches and curricula for various cadre of health service providers
  • Health service delivery monitoring data from national HMIS
  • Logistics data from LMIS or warehouse management system(s)
  • Locally-available information on the cost of plan activities such as service delivery, training, demand creation, etc.
• Demonstrated ability to effectively facilitate/lead and coordinate diverse partners representing a range of organizations to focus on shared goals and objectives, and track ongoing implementation and results.
• Fluency in both English and Portuguese.
• Must have legal authorization to work in Mozambique.
