Programme Specialist (Population and Development & Human Rights) Full-Time

The Position

The Programme Specialist for Population & Development and Human Rights (PD & HR) plays a leadership role in coordinating and managing population and development, gender, and human rights portfolios of the country programme to accelerate progress on the ICPD agenda and associated Sustainable Development Goals (SDGs).

S/he provides technical support to meet the data needs of UNFPA in the areas of population dynamics and projections and population estimates relevant to UNFPA programming, including humanitarian preparedness and response. The Specialist works within an integrated, coordinated, and systems strengthening approach which is fundamental to the Country Office (CO) and UNFPA’s overall strategy. The incumbent will work in close collaboration with CO Technical Advisers, under the direct supervision of the Assistant Representative, and the overall direction of the Deputy Representative and Resident Representative.

Qualifications and Experience

Education: 

Post-graduate (Master) university degree or equivalent in the quantitative social sciences, statistics, demography, sociology, economics or related discipline. The graduate or post graduate degree should be directly related to the substantive area identified in the post.

Knowledge and experience:

• Minimum 5 years of experience in data collection, analysis, visualization, dissemination, database management and research within an academic and/or development institution;
• Field experience in population & development, gender equality and human rights is required, preferably in the Africa region;
• Strong knowledge of statistical methodologies, including strong competencies in the use of statistical packages such as R, STATA or SPSS;
• Mastery of methods and techniques for data quality assessment, processing and analysis using a variety of health and population sources (DHS, MICS and population census);
• Ability to provide advice and guidance on the analysis, interpretation and application of data from project information;
• Strong track record of technical leadership, including in planning and evaluation, and proven ability to produce demonstrable results;
• The candidate should be familiar with a variety of common health and population data sources, including household surveys such as the Demographic and Health Survey (DHS) and Multiple Indicator Cluster Survey (MICS), registry data and population censuses;
• Good knowledge of the programme development mechanism of the United Nations country programmes and familiarity with UNFPA programmes and policies;
• Demonstrated experience in managing teams and supervising professional staff.

Languages:

Excellent oral and written communication in English and Portuguese.

Computer Skills:

• Proficiency in the latest office software applications.
• IT Ability to familiarize with ERP (Atlas), PeopleSoft, SAP, or other web-based integrated system.
