Job Purpose

The PS assessment expert will report to the head of Activity 3 in close collaboration with the Programme Officer on Resilience Building for Northern Mozambique and technical support from the RBJ and HQ advisors on private sector development.

Key Accountabilities (not all-inclusive, within delegated authority)

• Assess, identify, and develop entry points and PPPP models for creating employment and entrepreneurship opportunities for youth, women, and smallholders.
• Conduct comprehensive mapping and assessment of private sector capacity, challenges and opportunities within the framework of climate change-adaptive food system.
• Further refine and prioritize the type of private sector actors for the next stage of field-level analysis.
• Conduct the landscape assessment through a desk review of the private sector actors and entities, refine the focus and prioritize specific sectors for in-depth field-level analysis.
• The landscape assessment should include mapping out existing private sector entities working in Cabo-Delgado, summarizing their profile, and identifying the bottlenecks and opportunities.
• Explore existing private sector initiatives in partnership with the government, development agencies and other key stakeholders.
• Identify new initiatives, replication, and scale-up opportunities within partnership models to expand economic opportunities and develop climate-adaptive food systems that benefit smallholder farmers, women, and youth in the province.
• Determine in which existing value chains the private sector actors are involved and investing. This should focus on broader value chains beyond WFP’s procurement.
• Assess and identify how WFP could engage and contribute to existing value chains, leveraging opportunities and partnerships to create income and entrepreneurship opportunities for smallholders, youth, and women.
• Explore the possibility and design of a business model to introduce Public-Private-Producers Partnerships (PPPPs) to drive value chain upgrades.
• Assess the area’s current and potential public investment initiatives, including those funded by loans from IFIs and third countries.
• Assessing regulatory and governance framework for responsible private sector.
• Conduct and facilitate the stakeholders’ consultation and validation workshop.
• Prepare a full and executive summary report including findings, recommendations, and design of the specific entry points and partnership models.

Standard Minimum Qualifications

• Education: Advanced University degree in Development, Agriculture Economics, Business Administration, or other field relevant to private sector development within the international development framework or First University Degree with additional years of related work experience and/or trainings/courses.
• Experience: At least 5-7 years of demonstrated good understanding of the agriculture sector in Mozambique, knowledge of value chains analysis and development as well as experience in private sector development.
• Language: Portuguese-Fluent (Mandatory); English–Working Proficiency.
