Organizational Context

The World Food Programme (WFP), in collaboration with the Centre for Learning on Evaluation and Results Anglophone Africa (CLEAR-AA) at the University of the Witwatersrand in South Africa, seeks to conduct a comprehensive gender analysis on Anticipatory Action (AA) in Mozambique. Building on existing evidence, including recent gender analyses and Disaster Risk Management (DRM) studies conducted by African Risk Capacity (ARC) and WFP, this study will generate insights and provide actionable recommendations to strengthen gender integration and mainstreaming in AA programmes. The findings will support the design, implementation, and monitoring of anticipatory actions that address the specific needs and realities of different demographic groups in Mozambique.

Job Purpose

The position holder will report to the Programme Policy Officer (Gender) from the Gender, Protection and Inclusion (GPI) Unit in Maputo, with technical support from the Disaster Risk Financing (DRF) Unit. In this role, s/he will support policy and programme activities to ensure the effective integration of gender into WFP Mozambique’s Anticipatory Action programmes. To achieve this, s/he will lead a comprehensive gender analysis on Anticipatory Action (AA) in Mozambique.

Key Accountabilities (not all-inclusive, nor exhaustive)

• Liaise with CLEAR-AA on the review of tools: Collaborate with CLEAR-AA to align the methodologies and objectives of the study and adapt tools as necessary.
• Review and refine primary data collection tools: Finalize both quantitative and qualitative data collection tools for the gender analysis on Anticipatory Action (AA) in Mozambique.
• Train enumerators: Assist in the identification and recruitment of enumerators and lead their training, ensuring they are equipped with the necessary skills for accurate, ethical, and gender-sensitive data collection.
• Supervise data collection and analysis: Oversee the collection of quantitative data through household surveys, ensuring proper data management and analysis in line with the study’s objectives.
• Transcribe qualitative data: Transcribe Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) to support qualitative analysis.
• Develop a comprehensive report: Prepare a detailed report, including both draft and final versions, covering:
  •  In-depth findings on gender dynamics in the targeted areas related to AA.
  •  Actionable recommendations for gender mainstreaming and the adoption of gender-transformative approaches in AA programmes.
• Organize and conduct a workshop: Present findings and validate the recommendations with key stakeholders.
• Support the review and execution of the gender work plan for the macro insurance (ARC) portfolio within the DRF Unit.
• Perform other duties as required. In addition to the key responsibilities outlined above, the position holder will also support other tasks within the broader operational needs of the GPI Unit. These include providing technical support, capacity strengthening, stakeholder engagement, and cross-unit collaboration to further GPI Unit objectives.

Qualifications and Experience

Education:

• Advanced University degree in International Development, Gender, Environmental Science, Social Sciences, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or training/courses.

Experience:

• At least one (1) year of postgraduate professional experience.

Language:

• Fluency (level C) in English and Portuguese language.

Desired experiences for entry into the role

• Proven experience in gender analysis, Disaster Risk Management (DRM), or related fields, particularly in developing training manuals for gender integration in areas such as DRM, Anticipatory Actions (AA), environment, and/or sustainable development.
• Experience or strong familiarity with the work of WFP and/or other multilateral, bilateral, and civil society development partners.
• Strong analytical, writing, and communication skills.
• Experience in implementing programmes and contributing to the design of operations.
• Ability to provide input into policy discussions and decision-making processes.
