The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) coordinates effective and principled humanitarian response and ensures that relief assistance reaches the people in need in a timely manner.
The Regional Humanitarian Fund for Eastern and Southern Africa (ESAHF) was established to strengthen timely response to affected communities by enabling national and international NGOs and United Nations agencies to rapidly obtain funding for their humanitarian programs based on needs prioritized based on Humanitarian Response Plans and other strategic documents, and to fill gaps and/or begin to be operational. A Country Envelope was opened in Mozambique. Other funding envelopes for other countries could be established in the future, depending on the interest of donors, the capacities of operational partners, and humanitarian needs. Management of the Regional Fund and its accompanying Country Envelopes falls under the Regional Humanitarian Financing Unit (RHFU) based in OCHA’s Regional Office in Nairobi.
The Programme and Monitoring Officer will thus form part of the RHFU under the leadership of the Regional Fund manager, working on the Mozambique Envelope. Under the overall guidance of the OCHA ROSEA and the OCHA Mozambique HoOs and direct supervision of the Regional Fund Manager, the Program and Monitoring Officer will participate in the overall implementation of the Fund’s Accountability Framework and work in close collaboration with the Regional Office and the RHFU as well as with the OCHA Mozambique Office. He/she will be based in Pemba, Cabo Delgado and will be expected to travel extensively to the Fund’s project locations to assist with the implementation of the Fund’s Accountability Framework as well as provide support in partners’ capacity building.
