Cyclone Idai, a category-4 cyclone made landfall in central Mozambique on 14th March 2019,
bringing with it extreme winds, torrential rains and flash floods. The cyclone struck an already
fragile population with an estimated 1.85 million people affected, according to the UN. As of 08
April 2019, the Government’s National Institute for Disaster Management (INGC) reported over
160,000 people residing in 164 displacement sites – this figure is expected to rise over time as
access improves to remote rural areas. In addition, approximately 240,000 houses have been
identified by authorities as destroyed, partially destroyed or flooded. For the thousands of
families whose houses were destroyed, until further information is received, and environmental
conditions normalize, it is difficult to anticipate where they will be living and under what
conditions and some of the non-displaced populations are starting to seek assistance inside
In the aftermath of the cyclone, IOM has established a sub-office in Beira in support of the large
team of international experts deployed in response. Under the overall supervision of the Chief of
Mission (CoM) in IOM Mozambique, and direct supervision of the Emergency Coordinator, the
successful candidate will be accountable for ensuring the overall effective management of IOM
staff, assets and other resources and will be responsible for contributing to planning,
development, implementation, and monitoring and evaluation of IOM Shelter/NFI (Non-Food
The International Organization for Migration (IOM) has played a major role in humanitarian
shelter operations for many decades. IOM’s unique position as an intergovernmental organization allows it to work at scale in both natural disasters and conflict/complex contexts.
IOM works in both operations and coordination, and plays a strong role working with partners in
support of national authorities IOM’s overall objectives are (1) to focus on quality and scale of
operations, (2) to be people-centred and context driven, (3) to continue supporting interagency
shelter coordination, (4) to support sectoral learning and identification of best practices, and (5)
to maintain a longer term view.
1. Responsible for planning, developing and monitoring the effective implementation of IOM
Mozambique’s Shelter/NFI operations and ensure IOM’s project implementation is in line with
the Shelter Cluster policies and strategies.
2. Responsible for all Shelter/NFI project spending and ensuring that all project activities are
aligned to donor commitments and as per the financial regulations of IOM.
3. Responsible for new project development, as well as ensuring engagement with affected
communities, local government, and other humanitarian and development actors to define and
pilot durable solutions for displaced populations.
4. Ensure that all IOM project proposals are aligned to Shelter/NFI Cluster strategy. Pro-actively
support the development of projects for the early recovery/reconstruction phase and include this
efforts in the donor contacts.
5. Plan, supervise and coordinate the implementation of all Shelter/NFI activities in Mozambique
in collaboration with relevant IOM units and field staff, to ensure efficient and timely
implementation in accordance with IOM and cluster standards and guidelines.
6. Coordinate the overall delivery of the works, taking responsibility for overall progress and use
of resources and initiating corrective action where necessary.
7. Ensure quality of deliverables and services with compliance to minimum standards where
8. Contribute to the integration of crosscutting issues such as gender, environment and Disaster
Risk Reduction (DRR) in the programme/projects. Ensure these are properly reflected in the
IOM Shelter/NFI responses.
9. Responsible for all Shelter/NFI programme/project reporting and providing regular input to the
reporting unit for internal/external sitreps, donor reports, newsletters, etc. as needed.
10. Coordinate with the HR Officer on recruitment and training. Supervise programme staff
throughout the different phases of the programme cycle.
