Standard minimum qualifications
- Education: Completion of secondary school education. A post-secondary certificate in the area of food security, agriculture/livestock, humanitarian assistance, or/and other relevant areas is desirable;
- Language: Fluency in both oral and written communication in English and Portuguese..
Organizational context
These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or the designate.
At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.
Job purpose
To implement specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of emergency assistance packages.
Key accountabilities (not all-inclusive)
- Perform specialized and standardised processes and activities for the implementation of resilience programmes, following the project documents, and in line with wider programme policies and guidelines.
- Provide project management and general office support to the lean season emergency response projects (Activity 3 of the CSP) in Gaza and Inhambane provinces, as to meet the established targets and WFP’s policies and procedures.
- Develop detailed schedule of activities indicating timeframes and clear roles and responsibilities.
- Support the sub-office and its cooperating partners in designing and verifying compliance of emergency projects such as food for assets and food for training, within the area of expertise.
- Provide technical and programatic support to cooperating parners, government counterparts, and WFP field staff (including field monitors) on the setup, implementation, and monitoring of the emergency response projects, including the quality and timeliness of monthly reports.
- In coordination with internal counterparts, compile data and support analysis and preparation of reports for the emergency interventions, under Activity 3 (e.g. resource utilization, programme status, performance, …) in order to support operational decision-making.

OTHER SPECIFIC JOB REQUIREMENTS
- Four or more years of work experience, with gradual increase in responsibilities and project management.
Desirable experience in:
- project management and implementation;
- implementation and monitoring of livelihood activities, specially in the sectors of agriculture, livestock, food processing and/or access to water.
- experience with projects that involve food/cash/voucher transfer to vulnerable populations;
- working with multi-fuctional teams and facilitating communication with technical teams (i.e. nutrition, VAM, etc.);
- coordinating with government counterparts cooperating/implementing partners;
- assisting with policy discussions.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Knowledge and experience of the WFP or UN agencies, especially on emergency response.
- Knowledge of programme cycle and management.
- Ability to communicate clearly both orally and in writing.
- Ability to work in multi-functional team (WFP, cooperating partners, local authorities), and establish effective working relation with person of different national and cultural backgrounds.
- Good knowledge of working softwares such as Microsoft (Word and Excel).
- Good knowledge in the agriculture, food production and/or livestock sector is mandatory, and a good understanding of the social protection sector is desirable.
- Demonstrated capacity/hands-on experience in capacity building of field staff is desirable.
