About CRS

Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS’ relief and development work are accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance, and peacebuilding. CRS has had a physical presence in Mozambique since 2017, with an administrative office in Maputo, a program office in Pemba, Cabo Delgado province, and an emergency field office in Montepuez, Cabo Delgado. In Cabo Delgado, CRS has a portfolio of projects implemented by partners in emergency shelter and WASH, livelihoods and economic strengthening, and social cohesion. The country program also has SILC and ECD programming in other provinces and responds to periodic cyclones that affect the coastal areas and will be the lead on local and regional procurement for the World Vision-led McGovern-Dole program.

Job Summary

You will be responsible for overseeing the development and implementation of the Country Program (CP) focused on SNV’s Opportunities for Youth Employment (OYE), Livelihoods, Microfinance (Savings and Internal Lending Communities-SILC) programming, with a specific focus on Internally Displaced Persons (IDPs) projects. Your role will involve managing and providing technical guidance to ensure that effective systems and processes are in place to support high-quality programming, contributing to Catholic Relief Services’ (CRS) mission of serving the poor and vulnerable. Your strong management skills and knowledge will play a crucial role in delivering high-quality programming and continuously improving the impact of livelihoods and microfinance initiatives.

Roles and Key Responsibilities

• The main responsibilities of this role are to oversee and manage all projects related to the Youth, Livelihoods, and Microfinance sectors. This includes providing guidance and technical expertise throughout the entire project cycle to ensure that project design, implementation, and closure adhere to CRS quality standards, donor guidelines, and industry best practices.
• Engage and reinforce partnerships relevant to livelihoods design by applying appropriate application of partnership concepts, tools, and approaches.
• Effectively manage and supervise talent. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
• Lead the development of program learning by identifying learning opportunities, conducting research, and publishing findings in areas such as financial inclusion, youth, livelihoods, and the implementation of MEAL policy. Facilitate the sharing of successful practices and lessons learned to support the agency’s knowledge management agenda. Ensure that innovative approaches and best practices are integrated into our work.
• Contribute to identifying new funding opportunities to support the growth of the CP microfinance-savings-led sector portfolio in line with agency, regional, and CP strategic priorities. Take the lead in developing high-quality proposals that meet agency and donor standards. Assist in budgeting and staffing plans for proposals.
• Oversee technical assistance and capacity strengthening of livelihood activities for CRS staff and partner organizations involved in programs such as WASH, Shelter, and Early Child Development (ECD) with the aim of improving program quality and effectiveness.
• Supervise the process of identifying, evaluating, and improving partnerships that are important for microfinance and the effective application of partnership concepts, tools, and strategies.
• Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.

Basic Qualifications

• Master’s degree in development studies, International Relations or in the field of social development required. Additional experience may substitute for some education.
• Minimum of 5 years’ experience in relevant field-based project management experience required, with preferably at least 2-3 years working in microfinance- SILC.
• Experience in managing moderately complex projects preferably with an international NGO.

Required Languages – spoken and written English and Portuguese

• Travel – Must be willing and able to travel up to 50 %.

Preferred Qualifications

• Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID.
• Demonstrated ability to write high quality technical proposals.
• Experience engaging with partner organizations.
• MEAL skills and experience required.
• Staff management experience and abilities that are conducive to a learning environment.
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
• Good knowledge and experience in budget management.
• Excellent report writing skills.
