Girl Child Rights-GCR is a National NGO founded in 2007and registered in July 2008 in Chimoio town of Manica province in central Mozambique. GCR’s mission is to empower girls with information, knowledge, life and soft skills required to reach their fully potential. GCR’s development work focuses on Child Protection, Girl Education, HIV and TB prevention, care and treatment, Sexual and Reproductive Health Rights (SRHR), Sexual Gender-Based Violence (SGBV) prevention, response.
Girl Child Rights is recruiting an experienced Program Manager for an anticipated USAID project providing support to increase civil society engagement in the long-term sustainability of early grade reading activities in Nampula and Zambezia Provinces.
The overall purpose of the project is to increase civil society engagement in the long-term sustainability of Early Grade Reading (EGR) activities. Strengthening civic engagement on improving reading outcomes will act as a driver to push the educational system to perform better and deliver higher quality services to students. The Program Goal is to raise parent and community awareness of the importance of bilingual education and to strengthen school council’s role in holding teachers and school managers accountable for improved service delivery as measured by improvements in reading instruction, rates of teacher and student absenteeism, drop-out rates, and girls’ attendance and learning outcomes.
GCR will serve as the project’s implementation lead in Mozambique, and the project will be known as ‘Projecto Bilingue.
The Program Manager shall be responsible for the technical leadership and oversight of the Community Engagement in Bilingual Education Activity. S/he shall have depth and breadth of technical expertise and experience in designing and implementing comprehensive multi-sectoral nutrition interventions, and related capacity strengthening. The Program Manager will play the lead role in guiding the implementation of technically sound and innovative approaches. In close collaboration with the Government of the Republic of Mozambique (GRM) stakeholders, the Program Manager will provide guidance to literacy and numeracy of early grade learners, improve the quality of bilingual education services, build capacities of frontline education workers, strengthen bilingual competencies in teaching institutions, and strategically incorporate bilingual education objectives into multi-sector policies related to education. The Program Manager will work with the Monitoring, Evaluation, and Learning Director to coordinate and systematically disseminate lessons learned with other USAID-funded education activities.
The position will work under the direct line management of the Program Director and is expected to work closely and coordinate with the implementing partners’ operations staff.

Budget Responsibilities: Yes
Management of all technical staff of USAID Community Engagement in Bilingual Education in Nampula and Zambezia. Excellent relationships with USAID, USAID implementing partners, Ministry officials, local government officials, and community leaders.
Ensure a strong integration of gender and youth focus and accountability to communities, including engagement with community stakeholders and regular collection of feedback.
Employment is contingent upon USAID award.
