Program Manager Full-Time

The overall goal of the Compact, implemented from 2008-2013 was to reduce poverty through economic growth in the four Northern provinces of Mozambique (Niassa, Cabo Delgado, Nampula, and Zambézia). This consultancy is expected to produce an ex-post evaluation of the urban components of the Mozambique Water Supply and Sanitation Project. Cardno is seeking a Program Manager to manage the overall evaluation and ensure quality.

Duties:

• Manage the overall evaluation design and implementation process, including overseeing team members, performing quality control and ensuring timely submission of deliverables
• Serve as the primary point of contact for MCC and will lead communications with and develop buy-in among other relevant stakeholders
• Manage the data collection firms

Qualifications:

• MA/MS in relevant field (sociology or other social science, economics, public policy, statistics, etc.) or higher and a minimum of 5 years of related experience
• Experience managing mixed methods research (quantitative and qualitative methods)
• Experience managing multi-disciplinary teams
• Demonstrated experience in international contexts
• Experience evaluating WASH projects
• English proficiency is required
• Fluency in Portuguese preferred
