Girl Child Rights-GCR is a National NGO founded in 2007and registered in July 2008 in Chimoio town of Manica province in central Mozambique. GCR’s mission is to empower girls with information, knowledge, life and soft skills required to reach their fully potential. GCR’s development work focuses on Child Protection, Girl Education, HIV and TB prevention, care and treatment, Sexual and Reproductive Health Rights (SRHR), Sexual Gender-Based Violence (SGBV) prevention, response.
Girl Child Rights is recruiting an experienced Program Director for an anticipated USAID project providing support to increase civil society engagement in the long-term sustainability of early grade reading activities in Nampula and Zambezia Provinces in Mozambique.
USAID’s Community Engagement in Bilingual Education Project’s overall purpose is to increase civil society engagement in the long-term sustainability of Early Grade Reading (EGR) activities. Strengthening civic engagement on improving reading outcomes will act as a driver to push the educational system to perform better and deliver higher quality services to students. In order to achieve this objective, the activity will ensure:
The Program Goal is to raise parent and community awareness of the importance of bilingual education and to strengthen school council’s role in holding teachers and school managers accountable for improved service delivery as measured by improvements in reading instruction, rates of teacher and student absenteeism, drop-out rates, and girls’ attendance and learning outcomes. The Project is expected to achieve the following 4 expected results:
USAID’s Community Engagement in Bilingual Education Project will be complementary to another USAID funded Programme called the ‘Vamos Ler’. Vamos Ler! is a five-year program, funded by the United States Agency for International Development (USAID), and implemented by Creative Associates International, Inc. (Creative), in collaboration with several international non-governmental organizations. Vamos Ler! is working to strengthen the Mozambican government’s ability to ensure that students in 21 districts and over 2800 schools in the two target regions (Nampula and Zambézia) can achieve grade-level fluency and comprehension in the local language in the first cycle of primary education (grades 1-3).
The Program Director will provide technical leadership and program management of USAID Community Engagement in Bilingual Education in Mozambique’s Nampula and Zambezia Provinces. Core accountabilities include:
The position will work under the direct line management of the Executive Director and is expected to work closely and coordinate with the implementing partners’ key personnel and/or designates.
Management of all personnel and operations of USAID Community Engagement in Bilingual Education in Nampula and Zambezia. Excellent relationships with USAID, USAID implementing partners, Ministry officials, local government officials, and community leaders.
1.Assist in the start-up of USAID Community Bilingual Education in Nampula and Zambezia
Develop and maintain a detailed understanding of the education and gender issues in Mozambique including national policy development, key players in government, INGOs, UN and national/regional and local civil society organisations.

Employment is contingent upon USAID award.
