Procurement Manager Full-Time

For our client, an international EPC Contractor established  in Mozambique We are currently looking for a Procurement Manager to be based in Maputo.

Job Objective:

The Procurement Manager is responsible for procurement planning, costing, negotiation, warranties, specifications and related supply chain and logistics management functions for several projects within our client. The individual will ensure cost-effective procurement of supplies, equipment and services for all Installations and maintenance contracts of the company

Responsibilities & Duties:

1. Development of procurement strategies for preparation and presentation to directors;
2. Manage the procurement operations from negotiation to delivery;
3. Promote safety and awareness among Supply Chain and Vendor staff aimed at zero accident / incident rate;
4. Accountable for approval of Bid-Lists and purchase orders up to certain limit of authority;
5. Participate in prequalification of suppliers as necessary and evaluation of commercial bids;
6. Preparation of negotiation strategies and procurement negotiations as appropriate;
7. Ensure awards of Contracts and Purchase Orders are in compliance internal procedures, Specifications and local and international HSE standards;
8. Accountable for reviewing and approving suppliers requests for payment with respect to vendors, ensuring all obligations are met before payment;
9. Ensure all Contract and Purchase Order close-out is undertaken in a timely manner, including the resolution of claims as and when required;
10. Oversee estimation of Freight costs and call-off freight forwarding services from suppliers, to meet required on-site dates at minimum costs;
11. Ensure the use of SAP BP ERP for Contracting and Procurement transactions;
12. Provide sound advice on specifications and actively takes the lead negotiating high value contracts.

Requirements

1. Degree in Engineering or HND qualification Master’s degree in Supply Chain Management and Procurement;
2. C.P.M Certified Purchasing Manager and HSE qualification is an added advantage;
3. 10 years’ experience in Procurement within the Construction domain or Oil and Gas sector;
4. Good interpersonal communication and analytical skills are essential.

3. Possess in-depth knowledge and experience of diverse range of markets and commodities in the oil and gas sector;
4. General knowledge of the Mozambique & South Africa Oil and Gas market it´s a plus;
5. Have a high level of commercial acumen;
6. A proactive self-starter and achiever;
7. Sound Negotiation skills;
8. Team leadership skills;
9. Proven experience in managing vendor relationships, global logistics management.
