PMER/IM Manager Full-Time

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 192 member National Societies. The Secretariat’s headquarters is organized into four main Business Groups in Geneva, and five Business Groups in the field, namely; Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut). The Africa Regional Office is organized in Country Cluster Support Teams (CCST) covering the National Societies in Eastern Africa, Indian Ocean Islands and Djibouti, Southern Africa, West Coast, Sahel and Central Africa as well as Country Offices in Sudan, Republic of South Sudan, Somalia, Democratic Republic of Congo, Sierra Leone, Niger and Central Africa. The Southern Africa Country Cluster office supports 9 South Africa, Malawi, Mozambique, Eswatini, Lesotho, Botswana, Zambia, Namibia and Zimbabwe. Mozambique was hit by two category 4 tropical cyclones (Idai and Kenneth) in one season. Mozambique National Disaster Management Institute (INGC) indicated that 1.5 million people were affected, including more than 140,000 people displaced – many sheltered across 139 evacuation centres, spontaneous settings and makeshift shelters at peak emergency moment. Some 603 people have been confirmed dead as a result of the cyclone, according to the most recent reports issued by INGC. At the same time, more than 1,600 people were injured, and more than 230,000 houses were damaged and destroyed. Tropical Cyclone Idai has also affected Mozambique’s food security and livelihoods in the long term, due to extensive damage to standing crops immediately before the harvest season due in the months of March-April as well as loss of seeds and tools . The entire southern Africa region has been facing the effects of the ongoing El Niño with below-average cumulative rainfall and abnormally high temperatures for the 2018/19 season. The whole southern Africa region has suffered from sustained drought in recent years. Nearly one month later, cyclone Kenneth has hit Northern Mozambique’s coastal province of Cabo Delgado. The cyclone Kenneth has left destructions of houses, standing crops and key installations. The assessment report indicates that over 37,000 houses either have been damaged or destroyed. IFRC has revised Emergency Appeal to assist households affected by cyclone Kenneth. IFRC has launched an Emergency Appeal on 19 March for CHF 31 million which was revised on 06 May for CHF 32 million to assist 172,500 people affected by cyclones Idain and Kenneth for 24 months. The Emergency Appeal operation focuses on shelter, livelihoods and basic needs, health, WATSAN, protection, gender and Inclusion and Disaster Risk Reduction and national society capacity strengthening in emergency.

The PMER/IM Manager will be responsible to strengthen existing and create tools for the assessment, planning, monitoring, evaluation and reporting of the Emergency Appeal – Cyclone Idai & Kenneth, ensuring the linkages with the Information Management functions, through supporting the set-up of efficient data flows and visualization tools that allow real-time progress tracking and visualization. The work will be developed in coordination with Operations Manager, technical delegates and with the support of the PMER and Information Management team. The PMER/IM Manager will also ensure the coaching and mentoring of the sector delegates in the use of these tools, systematizing their monitoring and evaluation and establish and implement a unified monitoring system.

Job Duties and Responsibilities

PMER

• Work with the IFRC Operations and technical team to ensure that programs are grounded in solid assessments, activities are properly planned with specific, measurable, attainable and relevant (SMART) indicators, monitored and evaluated for progress and impact;
• Support the production of high-quality emergency reporting documents (Sitreps, operations updates, others), in coordination with sector teams and the Operations Manager;
• Manage the Reporting officer and ensure timely compliance, in coordination with the ARO PRD focal point, with Movement and non-Movement donor reporting requirements;
• With operational teams in the National Society offices (provincial and headquarters), develop monitoring and reporting templates for the National Society staff;
• Provide technical support for baseline studies, field surveys (including satisfaction surveys) and support data collection and analyses;
• Ensure that accountability systems are sound, properly disseminated and acted upon.

IM

• Support the IM Coordinator and teams in setting up an adequate data management system for the operation, including relevant data collection matching sector indicators, data cleaning and processing;
• Support technical delegates in data collection, analysis, and reporting, as well as surveys, PDMs and baseline, mid-term and end-line assessments;
• Work with the Information Management team to contribute to data quality assurance processes and systems; database maintenance; appropriate data analysis; and suitable dissemination of results.

• Bachelor’s Degree or equivalent in relevant area preferred;
• University studies in international development, project/programme planning, social sciences, communications, or similar area.

• Minimum of 5 years relevant experience in project design, monitoring and evaluation, participatory needs assessment, data collection and analysis;
• Proven experience in the creation and management of integrated programming and accountability systems;
• 3 to 5 years of experience in supervising needs assessments and surveys, data analysis, coaching staff and facilitating training;
• Familiarity with Red Cross operating environment or experience in disaster relief, recovery or development work;
• Self-motivated, with good judgment and initiative, and the ability to work with and manage others.

• Solid understanding of the international humanitarian and development sector with a focus on integrated programming, participatory planning and local institution capacity building with knowledge of appropriate gender, equity and diversity programming approaches;
• Strong knowledge on data collection methods, and analysis of field data;
• Highly developed analytical and communication skills and ability to assimilate and process information for wide-ranging audiences;
• A strong commitment to the Fundamental Principles of the Red Cross Red Crescent Movement and ability to model those Principles in relationships with colleagues and partners and translate them to programming practice;
• Excellent oral, written and analytical skills in English;
• Self- supporting in computers (Windows, spread sheets, word processing);
• Fluently written and spoken English and Portuguese.
