The Action Contre La Faim is hiring a Oficial de MEAL.

Contract Duration: 3 months

Place: Mueda

Availability: Imediatly

Special Conditions: Only residents in Cabo Delgado will be considered in the recruitment process

Salary: 54,810.00 Mtn(Gross Monthly Salary) and 13th Month paid in December (pro-rata depending on start date)

Benefits: Health Insurance including spouse and children (providing certificates); 2 days per month paid vacation

Specif Objectives (Not Comprehensive)

Contribute, under the supervision of the MEAL Manager, to the implementation of an efficient MEAL system at base level.

Mission 1: Implement monitoring and evaluation activities

The MEAL officer is responsible for:

• Carry out monitoring and evaluation missions according to the terms of reference defined by the MEAL Manager;
• Support the MEAL Manager with the design of monitoring and evaluation data collection tools;
• Recruitment of day-to-day enumerators and in their training and supervision according to ACF minimum M&E standards and ACF policies;
• Supervising the surveys and assessments on the field;
• Ensure regular monitoring of alerts in the intervention area, and report weekly to the MEAL Manager;
• In the context of field missions, report any information or difficulty related to its activity, to ACF programs or to security aspects to the MEAL Manager;
• Report to the MEAL Manager any problems encountered in the implementation of methodologies, questionnaires and other tools to assess the quality of the project.

Mission 2: Ensure accountability and capitalize on lessons learned

The MEAL officer is responsible for:

• Implement and monitor feedback and complaint mechanism accessible to beneficiaries and local partners according to the strategy defined by the MEAL Manager;
• Participate in the referencing and compilation of complaints and feedback received;
• Make recommendations on the improvement of activities in real time during his/her field presence and during the drafting of evaluation reports;
• Identify potential negative impacts in terms of “Do No Harm” related to Action Against Hunger;
• Support the respect of gender mainstreaming in the activities of Action Against Hunger;
• Support the production of capitalization documents and lessons learned, including case studies, etc. that showcase the successes, failures, good practices, and innovations of the project;
• Participate in reflection workshops to discuss monitoring and evaluation results with the program team.

Mission 3: Ensure reporting and communication

The MEAL officer is responsible for:

• Collect and share with the MEAL Manager the results of the monitoring and evaluation activities within the time frame established in the ToRs and timeline;
• Report to the MEAL Manager on the progress of activities and specific tasks assigned and problems encountered on a weekly basis;
• Contribute to the drafting of reports such as survey reports upon request;
• Participation to the weekly meeting of the project team with input for the development of the movement plan and cash flow forecast;
• Keep monitoring tools and files archived at the Action Againt Hunger office accessible to the MEAL manager, while respecting ACF MEAL standards and guidelines and data protection standards and guidelines;
• Participate in training workshops relevant to the implementation of MEAL activities and the achievement of project objectives.

Mission 4: Contribute to the formation and capacity-building of the MEAL team

The MEAL Officer is responsible for:

• Contribute to recruitment of MEAL staff, enumerators etc;
• Providing technical training (MEAL assistant and enumerators);
• Evaluating the performance and developing the skills of the enumerators.

Required Competences

Diploma/ Level of Education

• Degree in statistics, demography, public health, or international development preferred;
• Previous experience in MEAL preferred;
• Good IT skills (Kobo, ODK, Excel forms);
• Experience in planning and managing surveys, developing and refining data collection tools preferred.

Skills Required

• Fluency in Portuguese, English appreciated, local languages mandatory;
• Willing to travel extensively in the field;
• Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines;
• Be able to work under pressure and in a changing environment;
• Good ability to organize, conduct and analyses surveys on the needs of displaced persons;
• Good organizational and operational capacity;
• Monitoring and evaluation skills;
• Interpersonal skills;
• Precision and rigour in work;
• Good analytical skills, good communication skills;
• Knowledge of nutrition/health, wash and food security would be a plus.
