Organizational Setting
FAO is implemented the regional (Mozambique, Malawi and Zambia) project Strengthening integrated adaptation planning and implementation in Southern Africa smallholder agricultural systems to support food security, Project GDCP/SFS/001/FLA. Under this project FAO have to access and evaluate the climate data, risks and vulnerability of the population in those countries related with the climate changes and adaptation.
This post is located in Maputo city with some travels into the country.
Reporting Lines
The National Specialist in Climate, vulnerability and risk annalistic report to a Mozambique FAO Office and directly to the National Project Coordinator both located in Maputo city.

Tasks and responsibilities
Under the overall supervision of the FAOR and the direct technical supervision of the National Technical Project Coordinator, technical supervision of the relevant technical units in FAO, in close collaboration with the National Meteorological and Hydrological Services, the Ministry of Agriculture, FAO technical backstopping officers and other project staff, the national expert for climate, vulnerability and risk analysis will perform the following tasks:
Interact with other project personnel working on Climate Risk and Vulnerability Analysis including the international consultant on matters related to climate data availability/ analysis;
Facilitate the formalization of the National Technical Committee to set up an interdisciplinary technical network for delivering a seamless flow of climate data and hydrological data and information from the highly technical analysis by Mozambique National Institute of Meteorology (INAM) to farmer level recommendations on the information implications for ‘on farm’ agricultural activities;
In collaboration with an interdisciplinary technical network, develop a roadmap and the operationalization of technical analysis of the climate and hydrological information products for on farm agricultural activities;
Assess climate and hydrological data and information gaps as perceived by the various departments within the ministries of agriculture, Community-based Organizations (CBOs), and farmers;
Liaise with the national meteorological and hydrological services and closely work with them especially the participants of the training program in South Africa to access the new/existing climate and hydrological information and forecast products;
Assist to analyze the climate data of the selected districts and help to develop customized information products to be used by the district technical team, community mobilizers and FFS;
Assist to develop new information products, impact outlooks and management alternatives in user agencies based on the new forecast products;
Assist to set a communication mechanism between national meteorological and hydrological services and various departments within the ministries of agriculture and community and farmer groups so as to receive forecast information for timely decision making;
Assist to analyze the climate data and conduct vulnerability and risk assessments and feed into the identification and prioritization process of adaptation planning;
Participate in national/district level training programs and offer training to front line extension staff on climate data use and interpretation for decision making;
Provide any other duties which may be identified and agreed upon with the relevant FAO technical units.
Out of others, the mains expected output from the consultant are:
Quarterly progress reports – January and May 2019;
Back-to-office reports (after missions to provinces) – 1 week after each trip;
End-of-assignment report on the achievements – 30 August 2019;
National Technical Committee formalized and interdisciplinary technical network set up – January 2019;
Effective mechanism in place for delivery of new forecast products from the Mozambique National Institute of Meteorology (INAM) to various departments in the Ministry of Agriculture, community and farmer groups – November 2018;
Inventory/gaps of climatic & hydrological data available at INAM, the Ministry of Agriculture, and other relevant ministries -November 2018;
Climatic and hydrological data analyzed in selected districts and customized information products developed for use by district technical teams, community mobilizers and FFS – November 2018;
Vulnerability and risk assessments in areas with project activities – December 2018;
Country-level strategic framework developed for transforming technical analysis of weather, climatic and hydrological data into information products that assist agricultural activities – Feb/March 2019;
Training on climate data use and interpretation to frontline extension staff – November 2018.
Candidates will be against the following
Minimum Requirements
Advanced university degree in meteorological sciences preferably with agricultural meteorology with sufficient background on database management and setting up of the climate information systems linking climate information providers and users in agricultural sector;
5 years of relevant experience in accessing and evaluating meteorology data, risk and vulnerability focus on agricultural issues;
Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese,Russian;
