Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy.

The Department of Trade, Investment and Innovation (PTC/TII) supports countries in their efforts to develop through trade, investment and innovation the potential of the manufacturing sector to drive socio-economic progress. The Department is responsible for assisting countries to strengthen competitiveness in global markets through capacity-building in quality, environmental sustainability, and social accountability requirements in accordance with international management system standards and private sector requirements. It supports the establishment of linkages between producers/processors in developing countries and local, regional and global value chains (retailer, manufacturers) by developing capacities in the area of product quality. The Department provides technical cooperation and capacity-building services to enhance the contribution of the private sector to ISID. It enables investment, supports science, technology and innovation and facilitates access to appropriate sustainable technologies for developing countries. The Department promotes the upgrading of industrial enterprises and supports their integration into national and global value chains through business linkages fostering sustainable sourcing. In providing these services, the Department cooperates closely with other departments. It also relies on the coordinated deployment of UNIDO’s international network of Investment and Technology Promotion Offices (ITPOs).

Project context

The overall objective of the project “PROMOVE Comércio – Building Competitiveness for Exports” (UNIDO ID 180068) is to improve trade, competitiveness and the business environment in Mozambique for greater market access for priority value chains.

The programme will pursue two specific objectives and four results:

• Specific objective 1: Increased sustainable market-driven Quality Infrastructure services to support the production of quality products for the selected value chains:
• Result 1: Good governance and core quality infrastructure services at the institutional level (INNOQ) upgraded to ensure international recognition;
• Result 2: Increased technical competences of the conformity assessment service providers and ensuring international recognition as per the needs of the selected VCs with a focus on the provinces of Nampula, Zambezia and Maputo
• Result 3: Increased availability and quality of Business Development Services
• Specific objective 2: Improved Government coordination and implementation of the EPA trade safeguards:
• Result 4: Enhanced government knowledge on the legal and institutional framework required to apply EPA trade safeguards (implemented by UNCTAD)

The main project counterparts are the Ministry of Industry and Commerce (MIC) and the National Institute for Standardization and Quality (INNOQ).

The project duration is 4.0 years (including 6 months inception phase) with a budget of EUR 6.550,000 Mio under funding by the European Union and UNIDO with an inter-agency agreement modality with UNCTAD for the implementation of Result 4.

Duration: until 31 December 2020 with possibility of extension

Main Functions

Under the overall supervision of the Project Managers based at UNIDO Headquarters, and working with the project team in the Field and at Headquarters, the National Project Coordinator fulfills the following duties:

1 Project implementation:

• Maintain and manage project plan;
• Manage the day-to-day implementation of the project;
• Supervise the maintenance of all project records, filing system and regularly update them;
• Initiate and follow up the delivery of inputs and ensure the achievement of the expected results and the planned work-plan/schedule in the framework of the project;
• Prepare all substantive project documentation to initiate implementation activities, including but not limited to recommendations, terms of references (recruitment) and technical specifications (procurement);
• Participate in the technical evaluation process of received offers according to UNIDO rules and regulations. Monitor and facilitate the proper delivery of all procured equipment, its storage and distribution to beneficiaries.

2. Technical and Financial Monitoring:

• Conduct managerial and financial monitoring of the entire project and its activities;
• Maintain the project budget and monthly accounts;
• Prepare quarterly progress reports, including the activities carried out, the achievements, analysis of lessons learned and recommendations.

3. Project Governance

• Organize Steering Committee meetings in accordance with requirements of the project document;
• Prepare mid-year and year-end reports to the Donor based on relevant specifications and any other reports as may be required.

4. Support and Facilitate in-coming Missions

• Facilitate and support incoming mission of UNIDO Officials and international experts contracted in terms of the project;
• Facilitate monitoring and evaluation exercises by independent UN and/or Donor teams.

5. Stakeholder Management

• Initiate, maintain and promote the required relations and exchange of information with concerned government departments, other organizations and NGOs in the interest of the project, including the main project stakeholders, notably the Ministry of Industry and Commerce (MIC), the National Institute for Standardization and Quality (INNOQ) and the Delegation of the European Union to the Republic of Mozambique.

6. Communication and visibility

• Monitor the implementation of visibility and communication plan for the entire project;
• Carry out any other assignments related to a timely and effective implementation of the project as requested by the Chief Technical Advisors and the Project Managers;
• Monthly and Final Reports

Minimum Requirements

Education

• Advanced university degree in management, science, technology, engineering or economics.

Languages

• Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language is desirable. # Native speaker of Portuguese.

Field of Expertise

• Minimum five (5) years solid work experience and skills in project management, implementation and monitoring of technical assistance activities;
• Knowledge of UNIDO project implementation modalities would be an asset.
