Position Title: National Operations Officer (CRP)

Type of Appointment: One Year Fixed Term Contract, 12 (twelve) months.

Report to: Programme Manager (CRP)

Responsibilities and Accountabilities

• Support the implementation of IOM’s peace and development programme in Mozambique, overseeing procurement, administration, and, in close coordination with the PM, financial tracking of CRP projects;
• Develop internal unit guidelines and standard operating procedures (SOPs) to strengthen compliance with IOM and donor rules and regulations and streamline procedures within the unit;
• Identify bottlenecks in project implementation and work with the PM, relevant support units in Maputo and Pemba, and Heads of Sub-Office to identify viable solutions;
• Liaise closely with the Procurement and Logistics Units to ensure timely procurement, secure storage, and close tracking of all CRP equipment and supplies;
• Take a leading role in the organization of conferences, trainings, workshops and events, in line with programme requirements;
• Coordinate the mobilization of national and international consultants, organize and follow-up travel plans and schedules, monitor deliverables and payments, etc.;
• Act as the technical and administrative supervisor of the CRP operations team in Maputo and Pemba.
• Support the PM to hire and supervise staff and provide training and guidance to build relevant internal capacities;
• Identify, analyses, and resolve diverse issues/problems as they arise, working in close coordination with the PM and other relevant colleagues;
• Develop and update reporting and monitoring tools to keep track of programme activities and ensure that all relevant documentation is available upon request;
• Upon PM request, conduct field missions to assess and resolve bottlenecks which are impeding timely project implementation;
• Perform such other duties as may be assigned.

Requirements

Education

• Master Degree in business, finance, administration, or management or a related field from an accredited academic institution; or
• University degree in the above fields with two years of relevant professional experience.

Experience

• Previous experience working with an international organizations;
• Previous experience in logistics, procurement, finance, or administration;
• Working experience in IOM, UN, or other international organizations and NGOs is desirable;
• Demonstrated experience in communicating and working with a wide range of people, including people of culturally diverse backgrounds;
• Demonstrated experience/proficiency with Microsoft Office applications, including demonstrated knowledge in Excel or other accounting software;
• Experience managing a team.

Languages

Required

• Fluency in English and Portuguese both oral and written is a must.

Desirable

• Knowledge of local languages is an advantage.
