UNICEF Mozambique, with funding from the One UN Joint Programme on Social Protection 2017-2020 (UNJP SP), is looking for a dynamic, dedicated and hands-on national consultant to be based in the UNICEF Mozambique Nampula sub-office to support the planning, operationalization and evaluation phases of the care component, more particularly the case management component, of the child grant (0-2 years).

 Methodology and technical appoach.

The consultant will be based at the UNICEF Mozambique Nampula office. Her/his tasks are drawn from the child grant care priorities. The consultant will participate in the child grant relevant meetings and in all child protection section meetings (via conference calls).

Activities and tasks.

• Support a mapping of community structures and basic social services, and the consequent development and dissemination of a basic referral directory to support case management activities in the cash and care district of the child grant (i.e., Nacala-a-Velha, Mogincual and Lalaua);
• Related to point a, support the development of a set of handouts on health and social services – including informal referral channels (e.g. community child protection committees), formal/statutory channels (e.g. SDSMAS, police), as well as available non-governmental services – available in the three districts part of the child grant impact evaluation (i.e., Ilha de Mozambique, Mossuril and Nacala-a-Velha). The handouts will be shared with all respondents. Fieldwork for the baseline is planned for September 2018 – October 2018.
  Each of the selected services will have to be called or visited prior to the implementation of the fieldwork to ensure that the numbers are functioning, and that the services are aware of the study, and aware of the potential referral mechanism;
• Support the development of lists with names and contact details, of, including, but not limited to, all APEs ,INAS Permanentes and other relevant community platforms in the selected enumeration areas of the child grant impact evaluation. The lists will be shared with data collection teams to facilitate direct referrals from the field as needed;
• Provide organization and logistical support to the implementation of the baseline of the impact evaluation planned for September – October 2018, including the training of data collection teams, fieldwork implementation, and the adverse reporting plan (as needed);
• Support SDSMAS (as requested) in the establishment of Child Protection Community Committees (CPCCs) in the child grant care districts (including dissemination of materials needs) where not in place;
• Provide organizational and logistical support to consultations, workshops, technical missions and alike in relation to the child grant.

Deliverables and payments.

Payments will be processed upon acceptance of the corresponding deliverable and against an invoice that will reference the contract and deliverable numbers. Payments will be approved by the respective section chief.

Deliverable 1: Final handouts on available health and social services in child grant impact evaluation districts.

Delivery timeframe: 1 September 2018

Deliverable/product(s): Handouts including available health and social services (incl. contact details) – one for Ilha de Mozambique; one for Mossuril; and one for Nacala-a-Velha – and covering services at the community, statutory and non-governmental levels.

Payment: 10%

Management and supervision.

• The assignment is estimated to cover a period of six months between the 1st of August 2018 and 31 January 2019.  The workload is anticipated to be fulltime;
• The consultant will be based at the UNICEF Mozambique Nampula office, with regular travel to the child grant districts (i.e., Ilha de Mozambique, Lalaua, Mogincual, Mossuril and Nacala-a-Velha), and travel to the national level as relevant;
• The consultant will report to the UNICEF Child Protection Specialist (P3) based in Maputo working on social protection;
• The consultant will work closely with the team at the UNICEF Mozambique Nampula office, most notably the Provincial Coordinator, the Child Protection Officer (NOB) and the Social Policy Officer (NOB);
• The Consultant shall participate in the planning and coordination meetings of the provincial team;
• Finally, the consultant will work in close collaboration and coordination with SDSMAS and local partners in the targeted districts.

To qualify as an advocate for every child you will have…

• At least a Bachelor’s degree in a relevant social science: social work, psychology, anthropology or sociology;
• Work experience: At least four years of relevant work experience in child protection, case management, psychosocial support or another relevant field. Demonstrated experience in working directly with vulnerable children and their families. Experience in working with district level government officials (preferably SDSMAS), civil society and communities.

Specific knowledge, competencies, and skills required.

• A well-motivated, organized self-starter who can work independently and is able to solve problems quickly and efficiently;
• Ability to work across different levels and establish productive, respectful working relationships whether with government, civil society or communities;
• Proven track record to maintain high ethical standards in work, is critical and takes clear ethical stands;
• Excellent communication skills both orally and in writing;
• Able to travel to the different target districts (including on short notice);
• Language skills: Fluency in Portuguese and Macua. Good verbal skills in English.
