National Consultant Full-Time

Background

The European Union and the United Nations have launched the Spotlight Initiative aimed at addressing all forms of violence against women and girls, and harmful practices, which will follow a transformative and evidence-based approach, addressing unequal power relations between men and women and focusing on gender equality and women’s empowerment. In line with the principles of the 2030 Agenda for Sustainable Development, the Initiative will follow a human rights-based approach and take into consideration the specific needs of women and girls who experience multiple and intersecting forms of discrimination and uphold the principle of “leaving no one behind”.

The Spotlight Initiative aims to support transformative change on the ground to end violence against women and girls, in numerous countries globally.

The purpose of the assignment is to support the development of the Spotlight Programme Document for Mozambique. The consultant will coordinate the provision of UN Women inputs into the Programme Documents and ensure timely and provide quality inputs to the UN Technical Spotlight initiative team. The National Consultant is responsible for ensuring that the proposed programme is in alignment with UN Women mandate, UN Women country priorities, UN policies and objectives and the Spotlight Initiative (SLI) Guidance Notes.

Duties and Responsibilities

Under the leadership of the UN Women Representative and direct supervision by the UN Women Programme Specialist and in close collaboration with the participating UN agencies, the national consultant is expected to advise, coordinate and lead UN Women actively involvement of the substantive development of the Spotlight EVAWG Full-Fledged Programme Document in Mozambique.

• Conduct a desk review and analytical assessment to inform the development and design of the full-fledged programme document keeping in mind the interests and priorities of UN Women;
• Work in close collaboration with UN Technical Spotlight Initiative Team on the consultations with stakeholder groups to identify viable opportunities for effective programme design and delivery;
• Provide inputs to the localization the global Theory of Change to the relevant Country context;
• Ensure that UN Women priorities are taken into consideration in the design and approach for the Spotlight Programme for Mozambique;
• Ensure the alignment of the SLI with UN Women’s EVAW/G strategy and the SDGs;
• Provide UN Women inputs to the Spotlight programme design, direction and propose as well as the programme document;
• Ensure timely and high-quality UN Women inputs to all relevant documents on the Spotlight Initiative in Mozambique feeding regional and global levels as required;
• Identify knowledge and implementation gaps and possible solutions, in close collaboration with the Fund’s core implementing agencies;
• Maintain close contact with the UN Technical Spotlight Initiative Team
• Prepare UN Women documents for the UNCT and the EU Commission, as well as participate in and takes notes during these meetings
• Develop UN Women documents inputs, especially on the context and respective 3 and 6 pillars (Prevention and Women´s Movement&CSOs);
• Participate in the designing team of the SLI;
• Undertake any additional task, in line with these activities, as instructed by the UN Women Representative.

Required Skills and Experience

Education:

Master’s degree or equivalent in gender studies, human rights, international development, international relations or other social science fields is required.

Experience:

• At least 5 years progressively responsible experience in designing and managing programmes
• Experience in advocating for gender equality, and EVAWG/HP, ideally with some experience in developing countries;
• Experience in provisioning of technical assistance, programme, policy analysis, and strategic planning;
• Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field;
• Experience working with the UN system and/or EU is an asset.

  Languages:

• Fluency in English is required;
• Knowledge (spoken, reading) of Portuguese is an asset.
