Monitoring & Evaluation, Reporting and Learning Full-Time

Job Summary

The Social Performance Monitoring & Evaluation, Reporting and Learning (MERL) Officers are responsible for monitoring, evaluation, reporting and learning as it pertains to the Mozambique LNG programs with a social interface; (ii) compliance with relevant IFC E&S standards and (iii) attainment and maintenance of a social license to operate/project enabling environment.

Responsibilities

The M&E Officers will support the Social Performance Population and Development; Community Health & Safety and Security & Resettlement M&E Coordinator in monitoring and evaluating the Project’s social performance and compliance with the relevant IFC Standards.

This includes but is not limited to:

• Conduct site visits and social performance monitoring audits of contractors’ activities (e.g. vulnerable peoples);
• Report any deviations and non-conformances;
• Implement relevant plans and procedures requirements;
• Contribute to weekly, monthly and annual monitoring reports;
• Organizing and reviewing files and records and summarizing relevant information in connection with social performance compliance requirements;
• Collecting, tracking, computing, and summarizing compliance monitoring data qualitative (narrative form) and quantitative (statistical, chart, etc.).

Qualifications, Knowledge and Experience

The successful candidate will have:

• Bachelor’s Degree in Community Health/Development/Social Sciences or relevant field;
• Minimum of 5 years relevant field social development experience required;
• Experience in community health and HSE / stakeholder engagement / resettlement / social investment / development preferred;
• Awareness, knowledge and understanding and experience in diversity of fields that together make up Social Performance including stakeholder engagement, resettlement, social investment, project induced in-migration; community health safety and security; etc.

Other Requirements

• Ability to pass Company physical, drug screen and background security check;
• Experience in working with multinational companies is an advantage;
• Willingness to reside on remote working locations and travel if necessary;
• Demonstrated ability to work effectively with multidisciplinary teams;
• Strong interpersonal and communication skills including a willingness and ability to engage and consult with rural communities in rural areas;
• Computer skills including proficiency in MS Word, Excel, and PowerPoint;
• Experience working with statistical analysis packages and / or qualitative data processing software is an advantage;
• Valid driver’s license with no restrictions that would prohibit driving a company vehicle is required;
• Must be of Mozambican Nationalitya.

Language

Oral and Written Proficiency in Portuguese and English is required.

Knowledge of one of the following languages: Emakwe (Macua), Makonde, Swahili or Kimwani is required.

Travel Requirements

Willingness to travel regionally or internationally as required.

Willingness to travel by road to remote areas; to Cabo Delgado, specifically Palma District.
