Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist Full-Time

​​​​​​​In Mozambique, we are working to eradicate early marriage and early pregnancy through projects that focus on adolescent girls in Inhambane and Nampula. These projects are programmed along our three strategic pillars: Girl Education, Sexual Reproductive Health Rights, and Youth Economic Empowerment. Our work is gender transformative and includes influencing work at national and sub-regional level.

Dimensions of the role

The post holder is dynamic team leader with strategic skills in overseeing the M&E portfolio able to lead the implementation of the global Monitoring and Evaluation framework for Plan International Mozambique, manages researches and provides technical supervision to all MEAL staff in different projects across Plan Mozambique.

Accountabilities

• Support the development of Country Strategy;
• Lead in designing Theory of Change and Results framework as well as Implement Result Based Management in Plan for the Integrated Programme during the project/programme design phase with the programme team;
• Ensure proper implementation of Programme & Influencing Quality Policy (PQP);
• Develop and implement Knowledge Management  (KM) system to support documentation and dissemination of best and innovative practices;
• Lead and actively participate in the development and use of the M&E tools and systems;
• Support projects’ in development of M&E framework in line with the country and global frameworks;
• Collaborate with other Programme Specialists to initiate, implement internal studies, researches and evaluations as planned in annual plans;
• Develop country MEAL plan for the fiscal year, and follow up to ensure implementation;
• Conduct regular Program Area  and project visits to monitor and support on data analysis on key indicators to track and follow up on progress towards achieving programme and project targets and objectives;
• Prepare project visits and monitoring reports, and recommend actions for management decision making to improve programme and project performance;
• Review all Terms of Reference for the studies, evaluation and research to ensure they meet Plan standards;
• Coordinate the recruitment and follow up of consultants for the studies, research and evaluation;
• Ensure the realization of project meetings with partner communities and stakeholders for learning and reflections towards future project designing;
• Review the SAP and programs documents such as program and project outlines, operational plans, and project completion reports;
• Train program team on project operational planning and evaluation system in line with organizational requirements;
• Facilitate dissemination of various information from studies, researches and evaluations to all key stakeholders, including uploading completed reports onto program online library on PLANNET;
• Participate in the development of yearly program budgets and operational plans.
• Facilitate the preparation of required quarterly and year end program and project reports and information such as annual reports, RO quarter reports, and APPR.
• Participate in regular technical support team meeting to discuss work progress, organizational learning and reflections;
• Feedback to line managers in performance reviews of projects MEAL staff and identify capacity-building needs;
• Perform any other duties within the scope of this position as assigned by the supervisor

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge

Essential

• Degree in Statistics/Social Sciences or related discipline;
• 8 years’ work related experience in NGOs;
• Demonstrated analytic capacity and ability to write high quality reports;
• Ability to interact effectively with donors, collaborating agencies, local and government partners;
• Knowledge and Experience in project management cycle;
• Ability to work independently without close supervision;
• Programme management skills with excellent grasp of programming concepts
• Communication skills;
• Facilitation and negotiation skills;
• Excellent organization and planning skills and ability to resolve problems constructively;
• Computer literate, with strong knowledge of MS Office applications, spread sheets, database programs, and statistical software packages;
• Flexibility, persistence, and ability to work well in a multi-sectoral and multi-cultural team;
• Ability to work in a challenging and stressful environment with unexpected challenges;

Desirable

• Master’s Degree in Social Sciences or other equivalent
