Project Description

Efficiencies for Clinical HIV Outcomes (ECHO) is a $209 million project to support the Government of Mozambique’s achievement of HIV/AIDS epidemic control and establishing a sustainable, government-led HIV response by 2023 in provinces where USAID is the primary clinical support partner. The objectives of the project include strengthening the essential public health services for HIV epidemic control at national, provincial, and district level to ensure long-term sustainability of the HIV response, reaching and maintaining 95% HIV treatment coverage and viral suppression in designated geographic regions, ensuring that Mozambique is utilizing the latest evidence for rapid scale up and maintenance of effective HIV interventions, and providing the Government of Mozambique with data, measured findings and recommendations necessary to make key service delivery decisions.

Job Summary

The Monitoring and Evaluation Advisor, MISAU provides M & E technical assistance to PNC STI-HIV/AIDS (MISAU) to ensure institutional capacity to monitor and evaluates strategies for the planned and performed activities in the areas of STIs, STA, Care and Treatment.

Key Roles and Responsibilities

• Increase the technical capacity of the counterpart in the efficient and effective processes of collection, reporting, analysis, quality control, and dissemination / retro data reporting;
• Coordinate and work with the program team to design, pilot, evaluate and implement the scale of new primary tools, M & E aggregation instruments (register books, log books, etc.);
• Design methodologies and procedures for calculating the goals on activities related to the prevention components;
• Participate in the process of quantifying the necessary inputs for the planned activities;
• Support the program team in the creation of a research agenda;
• Provide technical assistance in the operational research area including the establishment of protocols, data collection and analysis and the preparation of reports and articles;
• Contribute to the generation of human capacity in monitoring and evaluation in a broad and general way (for example, to carry out training on basic M & E concepts for SNS staff and / or to participate as a presenter in the Master’s program in Public Health at the Eduardo Mondlane University);
• Collaborate with other MISAU directorates / programs in such a way that information flows are harmonized and there is no double registration neither the reporting of information in a parallel system.

Skills/Knowledge Required:

• Master’s degree in a public health field, social science, economics, or relevant discipline plus minimum five years’ experience or BS/BA in public health or related field and minimum 7 years’ experience;
• Significant study in fields relevant to CHASS/HIV care and support project, international development and/or program monitoring and evaluation and advantage;
• Working experience in Mozambique M & E systems (both in paper and electronic systems) especially in the area of health and HIV/AIDS;
• Excellent working knowledge of most common application software preferably Ms Office Tools (Excel program including applying formulas and creating charts.

Minimum Qualifications

• (8+) years of experience and a master degree OR the equivalent combination of education and experience.
