Identify, develop and maintain strong external relationships with local government and stakeholders to advance project approvals delivery and manage risks to reputation, cost and schedule;
Obtain identified project permits / licenses / approvals in a timely manner; track / steward the project approvals process and the project’s compliance status;
Work approvals, environmental, and /or socioeconomic issues with Project Team to manage non-technical risks; recommending and implementing avoidance / mitigation measures and assists in their implementation;
Coordinate and implement project’s Regulatory Compliance and Environmental Management processes as part of the Project’s HSE plans;
Implement compliance plans for project permits / licenses / approvals – coordinating with project contractors and project management office;
Interface with project design and construction teams to ensure approvals, environmental, and socioeconomic requirements are properly integrated into project plans and schedules;
Support project-related environment, regulatory approvals and safety activities, identifying and implementing fit-for-risk best practices
Tasks and responsibilities
Assist with preparation of permit, license, authorization and approval applications based on input from project engineering and construction teams;
Responsible to develop, implement and improve the local government engagement plans including all engagement records and government organization / contact information;
Provides ongoing advice to local Project Team and Contractors on Regulatory matters;
Responsible to maintain the Project’s Approval Management System database including provincial obligations in Compliance Management System after approvals are issued;
Interface with Law department on interpretation of regulations and obligations;
Maintains the Project permit /license/ approval schedule;
Supports Licensing Lead monitoring Mozambique government of new laws and regulations;
Accountable for compliance with all processes and documentation requirements for government official engagements and hosting in compliance with FCPA and related laws
Qualifications and experience
Possess accredited University degree in Law, Engineering, Business, or related technical field;
Broad technical and operational skills in regulatory approvals and engagements supported with project safety / journey management experience;
8+ years of experience required in regulatory approvals, socioeconomics, government relations and/or related discipline positions;
Proven leadership, analytical and planning skills;
Excellent, persuasive interpersonal and communication (oral and written) skills with strong business perspectives;
Adaptable to and able to anticipate changing project priorities;
Demonstrated skills with Microsoft Office software;
Experience in engaging with a variety of external entities (e.g., government, NGOs, local communities and businesses);
Proficient English with basic local Cabo Delgado language skills required
(e.g. Kiswahili, Makonde, Makhuwa);
