Head of Programmes and Operations Full-Time

Context:

Under the direct supervision of the Chief of Mission (COM) and in close coordination with the
Heads of sub-Offices, Regional Office and IOM Headquarters (HQ), the successful candidate
will be responsible for the oversight and coordination of IOM programmes and operations for all
programs and activities for IOM Mozambique and IOM Headquarters (HQs) in line with donor’s
expectations and requirement.

Core Functions / Responsibilities:

1. Oversee and coordinate IOM programmes to ensure that its principles are timely, effective and efficient and contribute to longer-term recovery and development aligned with IOM mission and mandate in country;
2. Manage IOM emergency and transition portfolio including cluster and inter-cluster coordination, mechanisms and humanitarian advocacy;
3. Responsible for building synergies among IOM programmes and actively facilitating cooperation among them, recognizing and facilitating the ownership of management with the
   programme managers;
4. Analyse project/programmes reporting and achievements and advise the COM accordingly
   about potentially required adjustments and emerging complementary opportunities;
5. Provide technical and backstopping support to project development, implementation and
   other relevant units in the mission;
6. Contribute to the development and maintenance of strong and regular liaison with the Mission partners, such as diplomatic missions, government humanitarian agencies and any other concerned working groups. Align coordination, promote new activities and facilitate the
   implementation of ongoing activities and fundraising for new projects/programmes;
7. Work in close collaboration with the Department of Operations and Emergencies DOE/COM
   and relevant partners, to ensure that humanitarian action is linked to, and consistent with, sector frameworks, recovery/reconstruction and development activities;
8. Support the mission with its strategic and operation inputs, including primary representation of IOM, together with the COM, in humanitarian and development partners meetings, liaison with donors and other stakeholders;
9. Ensure adherence to established policies and procedures in the formulation of project activities, coordinate and advise on the preparation of project documents together with the
   Programme Support Unit, including design, monitoring and evaluation;
10. Coordinate and administer the operational, administrative and financial aspects of the project/ programmes, including supervision of project staff;
11. Operations Coordination:

a) Ensure that a common strategic vision for operations is articulated, by overseeing and
coordinating its development;
b) Ensure that response efforts are inclusive and coordinated, by regularly convening and
leading coordination meetings;
c) Ensure that all necessary efforts are coordinated for the programmes to be funded
sufficiently and in a timely manner, by locally leading inclusive resource mobilization efforts,
overseeing IOM’s sector support functions and emergency response programmes;
d) Liaise with programme managers, sector coordinators, relevant sectors and humanitarian
actors to facilitate timely, safe and unimpeded access by emergency programmes to
populations in need.
12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, International Relations, Humanitarian affairs or
  related field from an accredited academic institution with five years of relevant professional
  experience; or
• University degree in the above fields with seven years of relevant professional experience.
  Experience;
• Experience in the field of migration issues, emergency and transition work project design,
  management and implementation;
• Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
• Work experience in the region is an asset;
• Knowledge of the cluster system and experience with protection is an asset.

Skills

• Familiarity with financial management, administration and evaluation techniques, including
  effective resource management skills;
• Excellent communication, negotiation skills and report writing skills;
• Effective resources management skills and strategic and creative thinking;
• Ability to work with basic word processing software, e.g. Microsoft Word, PowerPoint and
  Excel;
• Sound judgment, ability to extract, interpret, analyse and format data and resolve operational
  problems;
• Ability to work under pressure and with minimum supervision.

Languages

• IOM’s official languages are English, French and Spanish.
  For this position, fluency in English is required (oral and written). Working knowledge of
  Portuguese, French and/or Spanish is an advantage.
