Senior Officer, Partnerships and Resource Development Full-Time

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 191 member National Societies. Organizational Context

As one of the five decentralized parts of the IFRC Secretariat, the Africa Regional Office (ARO) leads the support to National Societies of 49 countries through seven Country Offices and six Country Cluster Support Teams. The Country Office in Mozambique is responsible for overseeing IFRC’s support to the Mozambique Red Cross including in implementing humanitarian and development programmes that address the needs of vulnerable people. Since 20 March 2019, the IFRC has been supporting Mozambique Red Cross in responding to the needs of communities affected by Tropical Cyclones Idai and Kenneth.
An Emergency Appeal was launched seeking a total of 32 million Swiss francs with an aim to assist more than 170,000 people. The Emergency Appeal covers response and recovery focusing on the most pressing humanitarian needs of affected communities in cross-cutting areas of focus through Red Cross Red Crescent Movement Coordination and National Society Development.

Job purpose

The Senior Officer PRD reports directly to the Head of Mozambique Country Office (HoCO) and is part of the larger regional Partnership and Resource Development (PRD) team. S/he is responsible for coordinating relationships with donors and partners supporting the Emergency Appeal.

This includes a consistent effort to build trust with partners by:

• Providing stewardship, quality assurance and follow-up with a wide range of partners, including tailored-made support for partners;
• Facilitate external relations with RCRC Movement and external partners as requested, including in proactively coordinating field visits;
• Facilitate a consistent risk assessment process;
• Ensuring effective and thorough grant/pledge management in close coordination with operational leads, budget holder(s), Finance, and Planning, Monitoring, Evaluation and Reporting (PMER);
• Ensure the coordination and writing of high-quality proposals under the supervision of the HoCO and regional PRD team, in close liaison with operational and technical leads as well as partners;
• Identify potential new partners and funds.

Job duties and responsibilities

Based in Mozambique and reporting to the HoCO and Head of PRD in the region, the Senior PRD Officer position will focus on the following:

1.Coordinate accountability and stewardship to partners for the response:

• Ensure oversight and quality control on all pledges and grants made to Emergency Appeal MDRMZ014;
• Work with operational and accountable leads to mainstream effective contribution management and partner stewardship;
• Champion high quality accountability standards and ensure compliance with relevant policy and procedures;
• Ensure regular and proactive update to key partners with a view to developing trust and transparency in delivering Movement response in support to relevant National Societies.

2. Engagement and relationships with partners

• Proactively facilitate donors/partners’ field visits in close liaison with the Country Office and regional PRD;
• Identify and nurture new partnerships and explore funding opportunities; prepare tailored presentations and communications material for potential new partners and donors;
• Develop a knowledge base and analysis of partners with a view to maintaining and developing partnership engagement across the operation; keep updated a map of existing and potential partners, donors and funds;
• Support the organisation of partnership and cooperation meetings, including for pledging or coordination purposes;
• In coordination with PMER and Communications, elaborate specific communication tools.

3. Support to Risk Management and mitigation

• Monitor a risk assessment process with regards to partners accountability, working in close coordination with Finance, Programmes and HoCO.

4. Funding and resourcing plans

• Coordinate tailored proposals to specific partners to seek funding for the appeal;
• Contribute to funding gaps monitoring, including through weekly funding tables, and analyse/ propose/ implement corrective measures;
• Facilitate and support resourcing efforts for the Red Cross Red Crescent response in close liaison with regional PRD team, the Country Office, operational leads, PMER and Finance focal points.

5. National Society Development

• Act as focal point and main facilitator to advance Mozambique RC’s sustainability and tailored support in partnerships and resource development;
• Facilitate the development of Mozambique RC’s strategy and action plan for partnership and resource development;
• Provide technical direction and monitoring of Mozambique RC’s ongoing fundraising activities;
• Enable support of the RCRC Movement to Mozambique RC through existing mechanisms;
• Analyse and monitor Mozambique RC’s growth of income and capabilities in partnerships, including for emergencies;
• Facilitating training where appropriate and supporting Mozambique RC in attending, implementing their own training in partnership and resource development.

6. Effective matrix management

• Ensure effective coordination with Country office, regional PRD team and technical leads to be involved in performing tasks.

Education

• University degree or equivalent in a relevant discipline;
• Relevant post-graduate degree or MBA;
• Relevant professional training courses

Experience

• Minimum of 5 years of working experience in partnership and/or resource mobilization;
• Solid track record in partnerships and fundraising;
• Relevant work experience with the Red Cross/Red Crescent Movement, or another organisation working internationally, including in resource mobilisation, partnerships, planning and/or reporting;
• Experience in project management including multi-stakeholder engagement;
• Working with international funding agencies (e.g. EU or governments)
