Line management

This is a seconded position to the five-year, USAID-funded Quality Health initiative, implemented by a consortium led by FHI360. The Officer will work under the day-to-day direction of FHI360’s Chief of Party, while reporting directly to the Country Representative in Mozambique for all operational and technical issues and consult with the Technical Team Lead for technical issues, as appropriate.

Project Description

The Quality Health Initiative will support the Government of Mozambique to prevent maternal, neonatal, and child mortality. The project will partner with Nampula Province to establish the province as a model for improving provision and increasing utilization of high-quality, high-impact, patient-centered MNCH health services.

Viamo will provide both technical expertise as well as digital solutions for the project to enhance the effectiveness of the activities. Specifically, Viamo will leverage mobile technology to improve supervision and mentoring of health providers, to generate demand and increase outreach from facilities to communities with social behavior change communication (SBCC), to establish accountability mechanisms, and support improved data for decision-making.

Job Description

Technical support

• Be a full and contributing member of the FHI360 project team for the QHI project;
• Coordinate ICT program design, adaptation, and implementation with program staff and technical experts;
• Coordinate with other program staff, including Viamo’s Digital Technology & Communication Manager to ensure appropriate and timely implementation of all activities in the approved work plan and conduct occasional field visits for ICT project oversight;
• Work collaboratively with the FHI360 project team to ensure appropriate programming implementation according to the project work plan timeline;
• Coordinate with other stakeholders and identify opportunities to collaborate or adapt programming to be complementary to co-existing ICT communications campaigns;
• Coordinate verification of all programming for ICT platforms into appropriate message format for various technical applications (e.g. IVR and voice SMS recordings); and
• Coordinate APEs training in upSCALE;
• Support the APEs, district and provincial APEs supervisor in ongoing maintenance, troubleshooting, and proposed improvements for upSCALE.

Monitoring & Evaluation

•  Lead on ensuring data quality and validation of the overall project’s M&E environment and oversee all aspects of the performance measurement support for the project;
• Develop tools and systems, such as data repositories, M&E tools, guidelines and other reference documents for M&E to ensure harmonized data collection systems;
• Work with partner and country team to review and monitor project-based M&E plans to track results or fill identified gaps in current M&E plans and outputs;
• Conduct data verification and quality control exercises at a national level as well as in project implementation province and lead on improvement of data quality;
• Ensure that all project staff has a clear understanding of the results framework including definitions;
• Update and adapt the projects Strategy and performance indicators as required;
• Write draft quarterly M&E reports for review by the Project Manager and support the reporting of project performance to the donor;
• Contribute to strategic discussions on the project and its continuation opportunities coordinate the implementation of the project plans.

Innovation and mobile outreach development

• Provide input for the continued success of the mobile services being implemented;
• Design and lead initiatives to incorporate Mobile-to-Mobile surveys into the QHI work plan to gather feedback from project beneficiaries, collect data from nationally representative cohorts, and conduct field research;
• Document and share lessons learned and best practices from Mozambique with Viamo’s international team of program staff;
• Propose and pilot new service offerings to include in Viamo’s suite of ICT products.
