HSE Manager will have overall control of the health and safety function with responsibility for developing strategy, policy and procedures in line with regulations and ensure implementation. Coordinate the quality assurance and implementation of HSE and quality programs so that all of the organization’s raw materials, in-process products, and finished products conform to technical specifications, perform reliability, meet internal and external quality standards and comply with all relevant regulations, licenses, waste management procedures, certifications, and other mandatory compliances. Adapt policies and programs to improve the organization’s environmental and safety performance.
Key Responsibilities
Coordinate a variety of Health, Safety and the Environment, (HSE) activities at all facilities (owned, leased, or outsourced) and all business units to ensure that the organization complies with external EHS regulations and standards. Ensure that Puma instalations use the Process Safety Management System appropriately (SAPS). Lead and monitor implementation and adherence to processes.
Control, and supervise correct application of the quality management and HSE programs and procedures to avoid accidents and incidents; follow up at the instalations to improve or maintain the HSE standards. Evaluate overall HSE performance at the instalations to identify recurring problems; research, evaluate, and recommend changes for improvement. Liaise with external suppliers to ensure that their products meet the organization’s quality standards and that the organization receives satisfactory standards of service.
Conduct safety audits and on-site inspections to identify workplace hazards and unsafe equipment, working practices or conditions. Investigate environmental and safety incidents. Coordinate and follow up on the Hazard and operability studies and risk analysis of the Puma Instalations with the Global, Regional and local operational staff and external consultants. Provide technical expertise and advice on HSE issues to functional or operational areas managers to help them manage their HSE responsibilities. Prepare reports and recommendations about changes that need to be made to organization’s operational processes, systems, raw materials, inputs, or vendors.
Review and follow up on the monthly safety reports of all Instalations and risk database to propose improvement in the safety area. Attend at least in 1 safety committee meeting in every Puma Terminal per year. Update the emergency plans of all instalations with the Terminal Managers and review the improvements opportunities detected in the drill and brigades. Develop and deliver HSE and quality training programs and initiatives.
