HSE Director Full-Time

Job Summary

The HSE Director – Mozambique LNG role will work out of the Maputo, Mozambique office and serve as the leader of the Health, Safety and Environmental group for the Mozambique LNG project. Develops and implements policies and instructions on safety and health topics for employees working in high risk positions. May conduct or oversee training for personnel on safety and health issues. Provides advice and recommendations for maintaining team safety and protection. Manages audit schedules and requirements to ensure internal and government standards on environmental health and safety are met. Responsible for compliance with environmental health and safety policies. Analyzes audit results and develops new policies and changes to existing internal policies to ensure compliance. Reviews issued HSE reports to identify data inconsistencies and trends concerning employee incidents.

Qualifications

The successful candidate will have a minimum of ten (10) years’ experience in a Health, Safety and Environmental leadership within the oil and gas industry. Specific experience and expertise in the following is required:

• Manages multiple department functions with an operational focus.
• Manages activities of broad functional area through first level management and professionals, including full human resources, cost and budgetary accountability.
• Decisions typically related to implementation of department strategy, intradepartmental coordination, and business outcomes.
• Results have significant impact on costs and achievement of department objectives.
• Identifies opportunities which make a significant difference to the performance of multiple department functions and possibly organization-wide impact.
• Makes decisions for large-scale projects, a closely related set of projects and/or initiatives involving multiple functional areas.
• Manages multiple functions within a department with responsibility for results in terms of costs, methods and employees.
• Responsible for performance reviews, promotional decisions, and pay actions for top professionals and management.
• Establishes operational objectives for multiple functions including work plans and delegating assignments to subordinate managers and senior professionals.
• Works within broad guidelines; applies advanced technical knowledge of multiple functions to solve complex problems which may have long-term impact on the department.

Primary Responsibilities

• Engages key local and state regulatory proponents, collects information on issues and communicates compliance changes to internal teams;
• Interfaces with agencies and project teams and determines compliance requirements based on project scope and scale.
• Directs HSE teams in procuring project documents for review and, upon approval, enable project activities in target locations.
• Identifies and works with E&P teams to address environmental concerns of local groups that may interfere with advancement of permit applications.
• Ensures project documentation and guidelines are finalized and completed prior to project commencement.
• Provides guidance to HSE teams conducting due diligence on environmental rules governing potential project locations.

Education

• 10+ years of relevant experience and a Bachelor’s Degree in Science, Engineering, related field of study OR 15 Years’ experience w/out degree.

Travel

• The percentage of domestic and international travel required for this position is 10 – 25%

Relocation

• This is an expat assignment in a Maputo, Mozambique and it is eligible for international relocation.

Work Schedule

• The work will be an office-based position with site visits and it is eligible for a 5/40 work schedule.
