Purpose and Job Context:

The Manager, Humanitarian & Emergency Affairs (HEA) provides strategic leadership in World Vision’s work in the humanitarian field, specifically in crisis response, Disaster Risk Reduction (DRR), and contribute to key sector areas, influencing host governments and donors in key policy areas. Additionally, the role is responsible for raising funds through strong donor relations. In the event of humanitarian emergency, the HEA Manager will lead the National Disaster Management Team in the development of a response strategy and plan, coordinating action between different departments in support of timely, accountable and effective response. This implies a fast paced role where decisions have to be made quickly in the knowledge that they will have direct impact on the number of children and communities who will be assisted in humanitarian emergency contexts. Major Responsibilities:

Provide leadership in the development and implementation of a strategy to deliver key team objectives

• Ensure NO strategy demonstrate action to address common risks and hazards prevalent in country;
• Ensure NO Technical Approaches and Technical Programmes integrate aspects of DM and DRR, appropriate for its context;
• Assuring standards of excellence in the management of human, financial, capital, and technical resources of the Portfolio;
• Ensure World Vision implements principled humanitarian action that adheres to internal and international humanitarian standards;
• Ensure districts or long term programs in high risk contexts systematically mainstream DRR including clearly articulated Child Focused DRR components;
• Lead the Documentation and sharing of best practices in disaster management across the organization to enhance learning;
• Acquire grants to support humanitarian responses and DRR;
• Deployment of effective resources to emergencies;
• Lead in key technical areas, including Design, Monitoring & Evaluation;
• Influence key internal and external stakeholders for country humanitarian action;
• Contributing to Regional and Partnership objectives.

Operational excellence in DRR, Emergency Response Management and Implementation

• Leading the implementation of Disaster Management activities in  the National office;
• During emergencies, develop and monitor implementation of Response strategy/plan that addresses WV strategic goals to meet humanitarian needs;
• Ensure deployment of effective resources to emergencies;
• Assuring standards of excellence in the management of human, financial, capital, and technical resources of the Portfolio;
• Regular monitoring of KPIs and other performance metrics to ensure the team continuously contributes to achieving strategy objectives;
• Meeting all reporting and other requirements of the National office;
• Maintain ongoing surveillance of the developing humanitarian emergency situation, adjust interventions and activities in line with WV values and policies;
• Ensure adequate monitoring, reporting and acquittal of emergency response and DRR activities in accordance with WV’s humanitarian accountability framework, SPHERE standards, and other essential standards;
• Ensure that different sectoral activities are implemented in a coordinated and integrated manner;
• Ensure all personnel understand and carry out their duties in accordance with humanitarian principles, core values, the Code of Conduct and SPHERE;
• Ensure all team members understand WV’s security policies and guidelines;
• Lead the Documentation and sharing of the disaster preparedness processes and learning and share across the organisation to enhance learning;
• Develop and establish contextual systems for DRR and effective emergency responses;
• Oversee all reporting in DRR, preparedness and during and after responses.

Develop collaborative internal and external relationships

• Establish and maintain effective working relationships with other departments within the National office;
• Actively participate in the department leadership team, supporting the development and delivery of the strategy;
• Collaborate with and support other senior leaders in the organisation;
• Develop and maintain relationships with, the host government, donor agencies , UN agencies and other NGOs  to influence these bodies and promote WV’s lead contribution in the humanitarian field.

Capacity Building

• Ensure the proper functional capacity of National Disaster Management Team (NDMTs) including identification, reporting, training, growth and the deployment of NDMTs (as per the EMS Structure);
• Ensure the NO conducts Annual DM capacity assessment and performance reviews;
• NO has a designated NEPRF and a clear NEPRF policy.

Demonstrates spiritual maturity in modelling Christian leadership

• Demonstrate, reflect and explain the theology that underpins the motivation and values of WV;
• Inspire and motivate others through speaking at staff devotions and other events;
• Deepen own spiritual maturity through prayer and reflection

Manager responsibilities

• 100% completion of performance agreements across team and 75% of team fully competent or above;
• Regular 1-on-1 meetings with direct reports;
• Talent and Succession Plans in place for all direct reports and key roles;
• Individual and team behaviour reflect organisation values and culture.

Position Specification

Education

• Minimum of a master’s degree in disaster management, international development, sociology or a related field of study;
• At least 5 years work experience in emergency response programming and hands on operations;
• Working knowledge of humanitarian codes, standards, principals, and ability to mainstream leading cross-cutting themes;
• Good understanding of development theory and principles;
• Good grasp of child protection standards;
• Knowledge of the key current debates on effective disaster preparedness and management methods;
• Empirical knowledge of emergency response DM&E processes;
• Proven track record for multi-sector program design and implementation in large and complex emergencies;
• Ability to facilitate appropriate information flow and coordination amongst a complex range of internal and external stakeholders;
• Experience in dealing with governmental donor and UN agencies is essential;
• Very good English writing and oral communication skills are essential for this position.

Experience

• Management of high performance  teams delivering  on performance targets Integrating emergency response with development programming is desired;
• Deployment and /or travel to humanitarian emergencies of all kinds;
• Programming within a humanitarian or long term development context;
• Demonstrated resource acquisition (grants) for humanitarian responses;
• Clear track record of strong external stakeholder management within political and cross cultural contexts;
• Demonstrated experience in child-focused and community-based programming;
• Experience in project planning, project design, project management and reporting to major donors;
• Must have a clear understanding of major donors’ perspectives, requirements and standards and the ability to represent WV to major donors and other external stakeholders in a highly professional manner;
• The person must be results oriented, good at public relations and able to promote a team spirit.

Skills/Abilities

• Strong written and verbal communication skills in Portuguese and English;
• Ability to prepare and edit high quality reports for major donors;
• Excellent computer skills and knowledge of Microsoft applications is an advantage;
• Ability to apply critical analysis, including using creative problem solving;
• Proactive approach, good organisation and time management skills, and ability to prioritise and manage workload;
• Thorough working knowledge of programme/project cycle management;
• Thorough knowledge of Project Management standards and tools;
• A mature Christian, able to model WV Christian ethos as well as WV Mozambique´s leadership behaviors and guiding principles and serve as an example to others of incarnational living and servant leadership.

Work Environment

• Based in National Office in Maputo;
• Ability to travel to the field up to 40% of the time;
• Willingness to work outside the normal working hours from time to time, due to the need to connect with people in different time zones;
• Ability to work in a virtual team while ensuring attainment of personal and team objectives.
