Grants Assistant Full-Time

Act to End Neglected Tropical Diseases (NTDs) | East is a five-year project funded by the U.S. Agency for International Development (USAID) that helps national NTD control programs for the control and elimination of five targeted NTDs: lymphatic filariasis, onchocerciasis, schistosomiasis, soil-transmitted helminths, and trachoma. RTI seeks a Grants Specialist to help manage the grants program under the Act to End NTDs | East program in Mozambique. The Grants Specialist will ensure that the grants are implemented in accordance with RTI and USAID policies and procedures. The Grants Specialist will report to the Finance and Administration Manager and will work closely with the Mozambique, Home and Regional office teams to support effective implementation and monitoring of grants.

• Support the Ministry of Health (MISAU) and Provincial sub-grantees to ensure compliance with USAID and RTI finance and grant administration requirements.
• Assist in the preparation of Fixed-Amount Award (FAA) packages by collecting and maintaining backup documentation to support budgeted costs and supporting Finance & Administration Manager and home office team with clarifications prior to submission.
• Maintain proper filing for fixed amount awards (FAAs) and ensure good grant management documents are in place (grant agreement, grant agreements, Milestone invoices, technical and financial reports, etc.).
• Create grantee records in RTI’s Grants Management System, an internal database that includes pre-award/application documents as well as signed grant agreements, modifications, and monitoring documentation.
• Regularly follow the timely submission and receive milestone reports and invoices by grantees.
• Review milestone payment requests and deliverables to ensure adherence to the grant agreement.
• Monitor and document grantee performance and areas of capacity development throughout the grant period
• Maintains financial management files for grants and ensures audit trail for all necessary grant documentation
• Liaises with the Finance team to ensure timely invoice payment and processing.
• Ensure timely closure of the grant agreement.
• Ensure that all required branding and marking requirements are followed and in place by RTI and grantees.
• Anticipate project grant risks and consult with the regional finance controller and home office teams as needed.
• Assist the Finance and Administration manager on monthly cash forecast in collaboration with COP and HQ.
• Performs other finance duties as needed.

Qualifications and Experience

Education

• Bachelor’s degree in Accounting & Finance/Commerce.

Experience

• Minimum 4 years of working experience in an INGO.
• Experience of working with USAID funded projects preferable.
• Demonstrated knowledge and understanding of project budgeting, monitoring and reporting.
• Knowledge and experience of in Grant management.
• Ability to work under pressure, meet deadlines and show initiative.
• Ability to travel in-country when required.

Skills and Abilities

• Excellent knowledge of MS Word, Outlook, PowerPoint, Excel.
• Ability to multi-task & work well with others.
• Ability to listen and communicate well both verbally and in writing.
• Proficient with reading/speaking/writing in English.
