The Grant Officer develops frameworks and timelines for technical department submissions to donors, in close collaboration with the technical units. The consultant will oversee all aspects of grant management for the health Emergencies Programme and WHO(Country office) ensuring compliance with related rules and regulations and developing standard grant management tools, templates and guidelines to support the strategic objectives of the programme.
The incumbent will be deployed to support emergency response operations when required.
The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.
The Management & Administration area of the Health Emergencies Programme is responsible for effective management and administrative support for the emergencies programme and for ensuring that WHO emergency operations are rapidly and sustainably financed and staffed. This consists of the provision of high-quality, predictable administrative services (i.e. HR, Finance, work planning, grant management) to the Emergency Programme, including during emergency response, as well as effective monitoring of (and compliance with) SOPs, leading to continuous improvement and business process excellence.

The Grant Officer reports to the WCO WHE Lead with second level supervision by the WHO Representative and works in close collaboration with technical staff, regional and country office counterparts, donors and other key stakeholders, applying WHO Rules and Regulations, Financial Rules and guidelines, exercising judgment and previous experience in their application. S/he provides suggestions on grant management and resource management approaches.
Duties require ongoing contacts to obtain and give information, and coordinate activities across WHE and other WHO(Country office) grants, and communicating with counterparts in WHO/HQ and Regional Offices, to enlist cooperation and resolve problems, as appropriate. Expected results involve contacts with officials outside the Organization such as donors, key stakeholders and partners to obtain and give information on specific requirements, projects and funding, follow up on activities, exchange experience and lessons learnt.
