WASH Supervisor Full-Time

The Action Contre La Faim is hiring a WASH Supervisor, to be based in Pemba.

General Mission

ACF Mozambique mission needs a WASH Supervisor in order to support the implementation of the WASH projects in accordance with ACF guidelines and standards.

Objectives

Project follow-up

• Be responsible for the implementation, management, supervision and support of the assigned components of the WASH project(s) in line with the activity plan and time frame of the relevant project proposal(s) and any applicable national and international guidelines and standards;
• Plan, distribute tasks and supervise the activity of the Officers, providing technical support;
• Identify and anticipate problems or constraints;
• Manage the quality construction/rehabilitation of all water and sanitation structures, ensuring good maintenance and sustainable processes are put in place;
• Ensure the implementation of hygiene promotion activities (including through remote monitoring);
• Ensure that regular monitoring and evaluation assessments are conducted both against project objectives and to ensure the quality of the programme, with reports being made to the relevant field managers;
• Work towards the continual improvement of the processes and the technical implementation of the WASH programme;
• Provide input into the integration of beneficiary participation and accountability in all aspects of the project;
• Ensure accurate and timely reporting of activities for internal and external reports (e.g. monthly, quarterly and final reports) as requested by field managers, HQ and donors;
• Ensure all means of verification are being collected and properly filed;
• Assess existing water, sanitation, and hygiene promotion activities in the assigned area(s) and recommend actions to be taken;
• Input into the development of the country strategy, new projects and/or donor proposals as requested by field managers and HQ.

Coordination

• Ensure a good communication flow between the PM and the Officers;
• Participate in internal coordination meeting;
• Work closely with Logistics and Finance/HR Admin units;
• Represent ACF in the WASH clusters and any other relevant meetings if requested by PM;
• Create and keep updated a contact database with NGOs (national & int.) and foment relationship.

Requirements

• Diploma in Engineering or Water treatment or any WASH related degree;
• At least 3 years of experience in WASH field. A similar position / relevant experience in a NGO would be a plus;
• Knowledge in hydro-geology;
• Good knowledge in analyzing water;
• Good knowledge of mapping;
• Knowledge in capacity building;
• Knowledge in the project cycle management;
• Good knowledge of the areas of intervention would be an asset;
• Able to travel at national level;
• Working proficiency in English and Portuguese + at least one of the local languages in Macomia (Shimakonde, Kimuane, Emakua);
• Organizational skills, Rigor, Autonomy, Sense of teamwork, Flexibility;
• Good negotiator, Good listening and communication skills;
• Good stress management and emotional intelligence skills, and ability to manage complexity, Sense of diplomacy and interpersonal skills.
