In Mozambique, we are working to eradicate early marriage and early pregnancy through projects that focus on adolescent girls in Inhambane, Sofala and Nampula. These projects are programmed along our three strategic pillars: Girl Education, SRHR, and YEE. Our work is gender transformative and includes influencing work at national and sub-regional level.

Role purpose

The incumbent of this position shall take charge of technical aspects of Project’s WASH component under the supervision of the Project Coordinator. Her/his main roles and in consultation with the Project Coordinator and the PA Manager shall include; designing, planning, implementing (technical oversights), monitoring and reporting on the Project’s WASH activities. The incumbent will participate in all coordination meetings between Plan International and the Meconta and Nampula Provincial Government departmental leads/heads, including the international WASH Cluster.
The WASH Officer s overall responsibility shall broadly focus technical oversight and coordination to include planning, implementation, supervision, monitoring and evaluation, compiling technical documents, narrative reports to build up to the sitreps, quarterly, annual and final progress reports.

Dimension of the role

The position of WASH Officer under the “TamuJunto Contra a COVID-19” Project will support the implementation of activities as it relates to Water, Sanitation and Hygiene in the context the Plan International COVID-19 adaptation and response framework, with focus on vulnerable Internally Displaced People in Meconta District, Nampula Province. The Project require to address COVID-19 prevention, through provision of adequate and safe WASH interventions, including provision of water as a crucial asset to all COVID-19 prevention measures. The WASH Officer will support all the organization’s efforts to address WASH challenges faced by the IDPs. The preferred candidate will support strengthening the capacity of specific WASH needs of the IDPs, including provision of COVID-19 hygiene kits and menstrual hygiene management kits for vulnerable girls and young mothers in Meconta, in close coordination of the District Government institutions and relevant international actors, including the WASH Cluster.

Accountabilities (But not limited to)

1.    Water points Development

•  Spearhead rapid/field needs assessment including Baseline surveys in WASH activities and determining most technically appropriate water supply and sanitation options;
• Supervise the Development and/or rehabilitation of appropriate WASH infrastructure in the IDPs accommodation centre established by the government;
• In consultation with the District Government, conducting feasibility studies, designing and preparing tender documents (includes bills of quantities) and technical guidance to the Project during tendering process;
• Prepare and submit sitreps/monthly/quarterly progress reports to the Project Coordinator, to the Programme Area Manager and to the Plan International Disaster Risk Manager;
• Lead preliminary hydro-geological and Topo-surveys and compiling data on the existing water sources in close liaison with District Government’s Water department (Serviços Distritais de Planificação e Infraestruturas);
•  Sensitize the staff on environmental impact assessment (EIA) issues and the mitigating factors, so that our operations as an implementing organization can meet the minimum standards as set up by the water resources management authority, national environment management authority, and in conformity with the water national legislation;
•  Ensure successful completion of construction works with submission of completion certificates to the Contractors.

2.Project Development, Hygiene promotion and implementation

• Providing technical inputs in building capacity to community-based water management structures including the Water User Association/water management committees;
• Ensure Hygiene Promotion through sensitization and provision of COVID-19 hygiene kits menstrual hygiene management kits;
• Capacity build the staff and other water users on the need to conserve water by using methods geared towards the general environmental conservation;
• Promote Safe water storage and good sanitation and hygiene practices at the household level;
• Review monthly and circumstantial reports to the supervisor;
• Participates in writing sectors monthly Sit reps reports and the weekly highlights;
• Supervision of the construction processes of different water infrastructures to their completion like test pumping process on the completion of borehole drilling and acquisition and interpretation of the test pumping data for the pumping plant design;
• Carry out any other related responsibilities as would be assigned by the Project Coordinator.

3.Reporting

• Document and disseminate best practices on Water resources management in WASH coordination and other meetings in field level as may be required;
• Review monthly and circumstantial reports to the supervisor;
• Participates in writing sectors monthly sit reps reports and the weekly highlights;
• Other relevant duties assigned by the supervisor(s)
  Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

To maximize overall project impact and optimize contribution of others, the post holder will be required to initiate, develop and maintain a range of working relationships externally with government counterparts, namely the district directorate of planning and infrastructures, local relevant clusters, implementing partners and other development organizations and internally with Program Area Manager.

Technical expertise, skills and knowledge

Essential

• a)    Diploma holder in the Civil and structural Engineering/Water Resource Engineering. Bachelor s degree in same field is an added advantage;
• b)    3 years progressive relevant working experience in rural community water projects;
• c)    Experience in design and supervision of piped water schemes, boreholes development and rehabilitations, and constitution and training of water management committees;
• d)    Experience working in Meconta district with the local government

PHYSICAL ENVIRONMENT

The position is based at Namialo. Hot weather is prevalent throughout the year with limited basic amenities. The incumbent will be required to travel to Nampula PA office and perform official responsibilities as required.
The incumbent shall reside in Namialo while executing official duties.
