UNICEF is Hiring a Wash project manager

Purpose of the position

To provide leadership in the managing of the WASH UNICEF (6 month’s emergency COVID-19 grant). Under the supervision of the Emergency WASH Specialist, the UNICEF WASH project manager will be responsible forthe implementation, monitoring and reporting of the UNICEF WASH project. S/He will build capacity of UNICEF WASH team, with especial emphasis on the WASH Development Officers in Meconta district. S/He will ensure effective and transparent budget management of project‘s fund. S/He will represent WVM to the donors and stakeholders at district and provincial level.

• Ensure sound implementation of the UNICEF WASH projects in line with the project documents, including proposal, logical frame and budget 25%;
• Provide project oversight ensuring that there is compliance to organizational, and donor standards in the management of the UNICEF grant 10%;
• Build capacity of the UNICEF WASH Development Officers;
• Support the WASH Specialist and ensure that documents of all UNICEF WASH activities are filed, data are collected and analyzed and the necessary support is provided to the field office to ensure sound project implementation 5%;
• Prepare and submit periodic reports to WV and UNICEF summarizing monthly plans and achievements as per the donor’s requirements 5%;
• Ensure that the documentation, learning and methodology development and carried out in implementation areas are produced and widely shared with stakeholders;
• Negotiate contracts, and agreements for contracts and vendors. Internal reporting for WASH program. Donor and support office reporting 10%;
• Participate in the planning, quantification, and procurement request of WASH supplies, including GIK which should be acquired locally or internationally, and ensure accountability in the management of all UNICEF/WVM ‘s supplies and assets 10%;
• Assure strict budget management and adherence to activity timelines to ensure proper accountability to donors and effective project implementation. 10%;
• Ensuremanagement of commodities from the point of entry, receipts, dispatch, storage, distribution, documentation as well as reporting and accountability, assuring management of commodities from the point of entry, receipts, dispatch, storage, distribution, documentation as well as reporting and accountability. 5%;
• Coordinate the initial general operations issues related to UNICEF such as administration, human resources, logistics and procurement, safety and security, communications, especially in Meconta district.

Qualifications

• Degree/Diploma in Environmental Health, Clinical or Public Health, Water Engineering or Social Sciences;
• At least two years’ experience of project management as budget holder and grant manager;
• At least two years hands on experience in working with rural or peri-urban public health, Emergency response activities, WASH programs or livelihood programs, preferably related to community based rural development work;
• Knowledge/experience of the technical and social component of Rural Water, Sanitation and Hygiene in Mozambique, including WASH in schools, Community Based Management of WASH, participation, inclusion, gender and health issues;
• Training or experience in conducting rapid rural appraisals;
• Experience in using Microsoft Office (Word, Access, Excel.);
• Excellent skills in report writing, oral communication and facilitation skills;
• Proficiency in Portuguese and knowledge in English language is an advantage.

PREFERRED

• Good written and spoken English;
• Able to solve complex problems and to exercise independent judgment;
• Ability to travel within country zonal;
• Able to work in a cross-cultural environment with a multi-national staff Must be able to stand above denominational diversities.
